A BILL FOR AN ACT
� REALTING TO RAMSEY COUNTY AND THE CITY OF
SAINT PAUL AND AUTHORIZING THE GOVERNING
BODIES THEREOF TO LEVY TAXES� EXPEND MONEY
AND TO BORROW MONEY AND TO ISSUE BONDS
THEREFOR FOR THE PURPOSE OF ACQUIRING THE
REQUISITE SITE OR SITES FOR A JOINT COURT
HOUSE AND CITY HALL ANNEX STRUCTURE:
AUTHORIZING THE PREPARATION OF SUCH SITE
AND PREPARATION OF PLANS FOR A STRUCTURE
OR STRUCTURES THEREON AND FOR ASSISTING
A REDEVELOPMENT PROJECT INCLUDING OBTAINING
THE REQUISITE SITE OR SITES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1:. Subdivision 1. The county board of Ramsey
county is authorized ,to levy and collect a tax and to appropriate
and ta expend not to exceed �400�000 for the purpose of
acquiring jointly with the city of Saint Paul the requisite
site or si.tes upon which there will be constructed a joint
� city-county court house and city hall annex structure, and
further is authorized to prepare such site and plans for a
structure or structures thereon, and assist in a redevelopment
project including obtaining the requisite site or si.tes. Ir�
the event the site or sites of the joint city-county court
house and city hall annex structure to be acquired hereunder
is located within a federa].ly assi.sted redevelop�ent project,
any part of 'the funds hereby authorized ndt expended in site
acquisition may be applied and expended as the local contributio n
to such federally assisted redevelopment project.
Subd. 2. The authority granted in subdivision 1 is not
subject to any tax o� appropriatior� or expenditure limit
• o�herwise imposed by law.

� Subd. 3. Funds derived from this authority shall be and
hereby are appropriated to the �aint city hall and court house
committee for the purposes herein provided. The funds
expended by said joint committee sha�I be paid equal�y by the
county of Ramsey and the city of Saint Paul for the purposes
of this act.
Subd. 4. For the purposes of this act the county board
may use any money in the courity treasury not otherwise
appropriated.
Subd. 5. For the purposes of this act the county board
of the county of Ramsey may borrow any sum not over $400,000
and may issue and sell its bonds therefor. The full faith and
� credit of the �ounty of Ramsey shall be pledged to the payment
of principal and interest af such bonds. Such bonds shal.l
bear interest as the board may determine, not over six
percent per annum. The provisions of Minnesota Statutes 1g61,
Chapter 475, as amended, shall control indebtedness incurred
under this act� except that no vote of the electorate is
required.

statutes relating to debt limitations shall not apply.
Sec. 3: This act shall become effective only after its
approval by a majority of the governing body of the city of
Saint Paul and a majority of the governing body of the
county of Ramsey, and upon compliance with the provisions
of Minnesota Statutes, Section 645.021.
