• This is in reply to the appeal of Wallace M. Mailand to establish an
eight-foot setback from.E. Third Street for the parking lot on pro-
perty �located on the south side of E.Third Street between Clarence
and Etna Streets which is described as the west 10 feet of Lot 3 and .

The Board of Zoning considered this matterTat its regular meeting on
February 4, 1965. The staff reported that the Council had granted a .
parking lot permit on this property on October 6, 1962. The applicant
has now revised his parki:ng 'lot"layout due to the construction of a
nine-car garage. The staff reported that the proposed 8-foot setback
would not have a detrimental effect on any, of the other properties in
this block and that it would be-at least 70 feet from the nearest resi-
dence and also adjoins a filling station development on the east.
In consideration of these facto'rs; the 'Board of Zoning recommends the
granting of the appeal to establish an 8-foot parking_ lot setback
from E. Third Street on the above� described property in accordance with
final revised plans dated;_received March 16, 1965. �;

I� Wallace A�ailand, am the owner of property
luiown as 1376 E. Third Street, St. Paul, 2�.nnesota wkach
is described as the West 5 feet of I�ot 3 and all of 7�ots
1�, 5 & 6, Ex�t�s Ad chti on.
The subject propertq is developed with aLseven-
teen unit apartment building and recently constructed nine
car garage. It is because of the positioning of the garage
on the site that a change in the off-street parking laqoat
is required. I therefore request that t�e normally required
parking lot setbaek of twelve feet from Third Street be
reduced to six feet.
The parking lot is located ad�acent to a service
station w hich has no setback from Third Street. It is this
writers feeling that the relaxation of the parking lot set-
' back would not have an adverse effect on the ad�oining
. properties to the West which at thei.r closest point would
be approximately seventy feet from tk�e parking lot.
This appeal is made under Section 6l�.03 of the
2or�i.ng Code and a check in the arnount of �20.00 payable to
the City of St. Paul is encl.osed. Your favorable considera-
tion in tbis matter is respectfully requested. Attached is
a proposed. revised parking lot plot p].�n for your review.
