This is in the matter of Richard J.Coverdale's 1) appeal to relax the density
standards ,to permit a 21 unit apartment building on a site of i�nsufficient
area and 2) application for.. a_permit to install and operate a 23 car off-
street parking lot accessory thereto on property:located on the northerly,
� side of Como Avenue at 'unimproved Grotto described as part of SE� of NE� , -
NEly -of Como Ave. NWly of � line para�llel with and 260' NWly from SEly line
of Lot 35, Block 3, Ware�Hospes Add+�'to- St.Paul� Minn. and SWly of SWIy
line of a].ley in said Block and extended across said SE� of NE� �of Sec. 26,
T. 29, R. 23. The property is zoned "C�� Residence.

•The Board of Zoning considered this matter at its regular meeting on Feb- .
ruary 4, 1965. The staff reported 'that the�proposal met the standards _
for building ground coverage, and that the proposed. parking lot plan met �
all of the standards forkthis type of facility and had been approved by -
the Traffic Engineer. However, tbe applicant-is short 220 square feet,
or less than 1%, of the ,required'�23,100 square feet for a 21 unit apartment
development. The Board felt that the deficiency was slight and the grant- � '
ing of this appeal would be in keeping with the purpose and intent of the
Code.
The Board of zoning recommends the granting of the appeal as above out-
lined, and the application for a 23 car off-street parking lot on the
above described property in accordarice with final plans dated February 17,

On December 23, 196�+, application ti�as made for a 12-car parking
lot in conjunction with a 12-unit apartment building. T�le would
like it kno�m that we did not object to this request.
IVo�r tiae are notified that a ne�r application has been made for relaxing
the density standards of this same property so as to permit a 21-unit
apartment building on a site of insufficient area. This we do object
to� and ask for consideration on behalf of the affected neighbors�
for the follotaing reasons:
1) Como Ave. h.as restricted parking. Unless anartments
facing such streets furnish many extra parking spaces�
we� the nearby residents� will find the space in front
of our homes being constantly used.
2) We already hav� the 33-unit Como l�partnents �rithin a block
of this property� and on the same side of the street. It
has created overflow parking problems in the area already.
3) One purpose of urban renewal is to eliminate overcrowding.
Why waste all this money if new buildings are alloti�red to go
in a site of insufficient area.
�+) We are owners of net�r homes in the Tilsenbilt Addition. We
bought these houses thinking we �,rould remain a residential
area, and are paying high. tax rates. Certainly an overcrowded
apartmen� z�,rill depreciate our property.
, 5) A beautiful single family ra.rnbler is to be moved off of this

property� to be rep�a�ed by the proposed apartment building. From a
one family unit to a 21 unit �partment wi11 surely cause congestion. .
6) Como Ave. is a route much travelled by visitors to our city. The
tree-shaded boulevard from Dale St. to the lake is one of th.e
prettiest in our city. There is only one intersection on the
North Side of Como Av�. along tlzis boulevard and that is Jessamine.
All of the hous�s from Dale Si,. to Jessar�line Urere built as single
family unii.s and have the same set back adding to the beauty of
this drive. By relaxing the building code and density atandards
and a1lot�ring an apartm�nt t�rhich does not conform to the set back -
of the existing pr�vate k�om�s in the block would be most dis�racting
to the area.
We ask tha� you please give us your consideration� and do not a�low
the ��artment building on a site of insufficient area.
May I repeat ti�re are not objecting to the original application for a
12-unit apar�ment. We are objecting to the larger 21-unit building
and the relaxation of the density standards.
