RESOLVED, That the Commissioner of Public Utilities and the Chief
Engineer are hereby directed to attend April 6th, through 9th, 1965,
in Washington, D. C. , �he hearings to be conducted by the United States
Senate Committee on Public Works, Special Subcommittee on Air and Water
Pollution, on a Bill Senate File No. 306 to amend the Clean Air Act, and
be it further;
RESOLVED, that the expenses for the aforesaid trip be charged to the
Garbage and Refuse Disposal Study Fund Code 0964.

Gentlemen:
The Technical Comanittee of the City of Saint Paul at the meeting held on
Monday, March 22, was privileged to have with us Commissioner Bernard T. Aolland
who discussed the proposed federal law oa air pollution.
Senate file number 306 of the ffrst session of tha Eighty-ainth Congress of
the United States is a bill aiaending the "Clean Air Act" and is commonly referred
to as the "Muskie Sill." Among the provisions of this Act and the one Commissioner
Holland especially brought to the aCtention of the committee is an appropriation
for the fiscal year ending June 30, 1966 and each of the two succeeding years, in
the amount of $100,000,000.00. The Secretary of AeaZth, Educati.oa and Welfare is
authorized to make='grants from these appropxiations��to municipalities 3.n an
amount up to two-thirds of the cost of facilities �,rhich are designed to eliminate
"air pollution" resulting fram the disposal of solid wastes.
� Your Techn3��a1 Co�itCee is in the process of studying Chis problem of solid
waste disposal both as to the short range and the long range aspeces. 4�ith your
approval, we are in rhe proeess of selecting a qualified firm in this field to
reco�nend and assist in developing the details of a comprehensive program o£ solid
waste disposal for �Saint Paul. As general refuse incineration is one of the methods
which could be used, and since Federal Aid could speed this program up if substan-
tial funds becaute available through the proposed amendment, i.t is our recommende-
tion that the Chairman of the Technical Committee and the Commissioner of Public
Utilities be directed to go to Washington, D.C. to participate in these hearings,
and to further demonstrate the City's interest in the adoption of U. S. Senate
File No. 306. We also reco�end that the Council, by formal reso].ution, express
approval of the proposed amendaaent.
In order to participate fully in this program and to enable the City to quali=�
fy for the maximum aid that may become available, it is recommended that enabling
legislation be obtained from the State to authorize Che Citq to issue bonds to
finance our one�third share of thi.s program should ehe Federal funds become avail-
able. As the law indicates that these grants are cleared through proper State
agencies, it is recommended that the State be made aware of this pending legisla-
tion so in the event the "Muslcie Bill" is adopted we would be in a position to take
�T�RdiaCe steps to secure the Federal funds Ca assure the completion of the program
of solid waste disposal. , �
