Gerber Jr. City Clerk Building Dear Sir: OF SAINT PAUL SAINT PAUL 1, MINNISOTA May 5, 1965 223492 This is in the matter of'the petition of William- Reeves_to rezone from "A" residence to "C" residence property located within the block bounded by - Hoyt Avenue, Marion Street, Woodbridge Street and Wheelock Parkway which is described as Block 6, except °Lot 16, -Rice St7v:'Lllas. On March 19, 1965, the Commissioner of Finance-reported the petition sufficient with the owners of 18 of a possible 26 (69.23 %D) tracts of land within the prescribed 100 foot radius having. signed thepetition. The Board of Zoning considered this matter at .its regular meeting on April 15, 1965. The subject property involves an entire city block with the exception of one lot at the southwest corner of the block. This pro- perty is now vacant and has an area of .approximately 106,172 square feet, and as indicated on the petition, it is proposed to develop this land for apartment use. The Planning Board staff reported that the area generally bounded on the south by Hoyt Avenue, on the north by Wheelock Parkway, on the west by unimproved Galtier Street and on the east by an-alley running parallel to and one -half block west of Rice Street within which the subject property lies, is now substantially developed with single - family residence use, and is continuing to d'o develop,. The only exception is one ten -unit apartment-building recently erected at the northeast corner of Hoyt Avenue and Woodbridge Street. About one year ago, an area of approximately two and one -half blocks lying south of Hoyt Avenue between Galtier and Albemarle Streets was reclassified to a 11C" residence district. This change was made after a very extensive study by the Planning Board staff of this entire area, including the pro- perties now under consideration. It was concluded in that study -that the area within which the subject property falls should retain its present "A" residence classification because of its substantial single- family residence characteristic. This finding is also supported in the Comprehensive Plan. The streets adjoining,the subject property now have sewer and water service available, and therefore the subject property is well suited for single or two - family use. In view of these findings, the Board of (Zoning recommends the subject pro- perty retain its'present "A1; residence classification and the petition to rezone to a "C" residence district be denied.
