This office has been in continuous contact with the Post Office Department for some time on this matter. Our objections have further resulted in the Minnesota Railroad and Warehou� Commission having ruled against removal of the Soo Line Trains 9 and 10. Arrangements have been made to meet with representatives of the Post Office Department tomorrow to present this action to them, in further attempting to convince them that their original proposal and suggestions are most inappropriate. The most worthy views presented will be help- ful to me in meeting with representatives of the Post Office Department. My position has consistently been that the Post Office Department cannot be concerned only with its sphere of activity and must be aware of and responsive to its wider role in the over-all economy of the lhiited States. tiVhile the Department may be saving itself a few dollars, it is causing untold economic losses and disloca.tion in other sectors of the economy. This argument, however, seems to have little effect on the Post Office Department, as they are going ahead with their mai.l closings just the same. Several months ago, I contacted the Post Office Department in oppo- sition to the discontinuance of mail service on certain trains operating in the state of Minnesota as I was very much aware of the impact any reduction on service would have on the affected co�unities. Unfortunately, the Department still decided that mail service would be discontinued on certain trains, effective around July 1, 1965• The Depaxtment based its decision on the supposition that equal or better postal service could be provided by other transportation with a resultant reduction in operating costs. Although I a.m continuing to work diligentl,y to have the Post Office � Department reverse its decision, �I cannot say at this time if action to this effect will result. - . In order that the Post Office may be aware of the resolution of the St. Paul City Council, I am providing a copy to the Postmaster General for his attention. You will note that the protest letter is con- cerned chiefly with Soo Trains 9 and 10.
