WHEREAS, the Ramsey County Board of Commissioners, by Resolution
No. 99-396, adopted on October 5, 1999, established the Ramsey County
Soccer Partner Program to accelerate the acquisition and development of
youth soccer facilities by cities, school districts and townships
within its boundaries; and
WHEREAS, the Saint Paul City Council, by Resolution No. 03-800,
adopted on September 3, 2003, authorized a spending and financing plan
for two (2) $500,000.00 Soccer Partner grants for the development of a
soccer complex at Sandy Lake; and
WHEREAS, the City of Saint Paul found that due to economical and
technical difficulties, Parks and Recreation was unable to construct
the soccer fields at Sandy Lake and utilize the grant funds as
allocated by Ramsey County through its Soccer Partner Program; and
WHEREAS, as a result said Sandy Lake Soccer funds remain unspent
by the County, and will be made re-available to municipalities for the
betterment of youth soccer facilities; and
WHEREAS, the City of Saint Paul is an eligible applicant and the
Division of Parks and Recreation wishes to re-submit a grant
application to re-allocate the Sandy Lake Soccer £unds for the
following project, to wit
McMurray Fields - A development project which will construct three
new permanent artificial turf soccer fields in place of the
natural turf soccer fields; and
WHEREAS, the Division of Parks and Recreation documented the need
for at least 12 additional soccer fields in Saint Paul in the report,
Soccer 2000, published in February, 2000; and
WHEREAS, by installing artificial turf fields at McMurray, the
fields could be used: one month earlier in the spring of each year, for
longer hours during the day, and every day, rain or shine throughout
the playing season, accounting for approximately 30-50� more playing
time than natural grass fields; and
WHEREAS, the City of Saint Paul, Division of Parks and Recreation
accepts the Ramsey County Soccer Partners Program terms as outlined in
the Request for Grant Applications; and

WHEREAS, the above mentioned proposed application to the Ramsey
County Soccer Partners Program requires the participation of the City
of Saint Paul as the unit of local government and a resolution by the
local government to apply for funding; now
THEREFORE, BE IT RESOLVED that the City of Saint Paul authorizes
the proper City officials to submit the following grant application, to
wit
McMurray Fields ($1,000,000.00); and be it
FURTHER RESOLVED, that the Director of Parks and Recreation will
serve as the official liaison with Ramsey County for the purposes of
administering the above mentioned grant project; and be it
FINALLY RESOLVED, that upon any said project approval by the
Ramsey County Soccer Partners Program, a specific resolution including
project budget will be submitted for City Council review and approval.
