The Council of the City of St. Paul having received the report of the Commissioner of �nance .
� upon the above impravement, and having considered said report, hereby resolves:
� 1. That the said report and� the same is hereby approved and adopted, and the said improvement
� is hereby ordered to be proceeded with.
2. That the nature of the improvement which the Cauncil recommends is '
to condemn and take an easement in the land necessary for the slopes, cuts and fi11s,
; including right of removal of lateral support from subject land or remainder thereof
occasioned by excavations thereof or construction of slopes, in the grading and sur-
� facing with bituminous material the alley in Blk. 3, Hume Add., and Blk. 4, Wessel's
Add, from the North-South a11ey to Kennard St. , in accordance with the blueprint -
' hereto attached and made a part hereof, the hatched portions showing the cuts and
the shaded portions showing the fills. .

said meeting to the persons and in the manner provided by th� Charter, stating the time and place o�
heaxing, the nature of the improvement and the total cost thereof as estimated.
