A BILL FOR AN ACT
� RELATING TO THE CITY OF SAINT PAUL; AUTHORIZING
� CITY EXPENDINRES AND ISSUANCE OF CERTIFICATES
OF INDEBTEDIVESS UNDER CERTAIN CIRCIIMSTANCES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MIIJNESOTA:
Section 1. The cqunc�.I of the city of Saint Paul may
declare the city of Saint Paul or any portion or portions thereof
� as disaster areas when the city or a portion or portions thereof
have been or are about to be stricken by f ire, flood, storm, or
other action of the elements and it determines that the invoking
of emergency powers provided herein are necessary and required to
prevent occurrence of a disaster, spread of a disaster, or alleviation
of damages previously caused by such disaster.
Sec. 2. The council of the city of Saint Paul may, by five
� affirmative votes of said council, exercise the following
emergency powers:
(1) Take such measures as are necessary to prevent the
occurrence of the disaster, or the spread of the disaster, or
alleviate the damages caused thereby.
_ (2) For the above purposes to enter into any agreement for
use or disbursement of federal funds.
(3) For the above purposesb� contract fo� work and such
constiu ction as is determined necessary individually or in conjunction
with t he fede�al government , the state, or other municipalities or
units of government.
(4) For the above purposes to issue interest bearing certificates
of indebtedness of the .city in such denominations and sums as the
' council shall determine advisable.,� to bear interest at a rate not
exceeding s�x percent payable semiannually, and to be� due and payable
at such times as� �he counci.l may by resolution designate,� but none o�'

these certificate:� shall be issued for a period exceeding ten years.
• These certif icates shall be issued for a period not exceeding
ten years nor in a total amount exceeding �2,000,000 for each
di,saster sr� declared by the city council.
The city of Saint Paul, by resolution of its council, is
authorized and required to levy and enter and collect, after the date
of' issuance af such certificates of indebtedness, a tax upon all
taxable real and personal property in said city, exclusive of moneys
and credits, in additi,on to all other taxes levied, sufficientt�. pay,
together with all o�her funds made available from the fed�al govern-
ment or otherwise, the interest annually accruing upon the certificates
of indebtedness, and in advance of tY�e maturity of the interest on any
of the certificates, it shall in like manner levy a tax upon such
� taxable property to pay such principal when due.
Sec. 3. Such emergency contracts can be entered into and such
certificates of indebtedness issued notwithstandirg any statut�ry,
charter, or ordinance provision requirement as to cotnpetitive bidding,
election, mill limitations, or other provisions of charter or law to
the contrary or in conflict herewith, and issuance of such certifi-
cates of indebtedness shall not be within any statutory or charter
net debt limitation applicable to the city of Saint Paul.
Sec. 4. Ti�.s act shall become effective only after its approval
by a ma�ority of the governing body of the city of gaint Paul and
upon compliance with the pr ovisions of Minnesota Statutes, Section
645.o2i.
