This is an emergency ordinance ren- dered necessary for the preservation of the public peace, health and safety. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That the Zoning Code, Chapters 60=to 64, inclusive of the Saint Paul Legislative Code, pertaining to Use Districts, Height Districts, and Rezoning of certain properties in the City of Saint Paul, as-amended, be and the same is hereby further amended so-as to rezone the following described property from Commercial District to "All Residence District, to -wit: "Lots 16 through 30, inclusive, Block 2, Kippts Maealester Park, St. Paul Minn.," situate on property located on t1m north side of Randolph Avenue between Prior Avenue and Howell Street in the City of Saint Paul. k Section, 2. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preservation of the public peace, health and safety. Section 3. This ordinance shall take effect and -be in force upon its passage, approval and publication. I have been asked by the Home Owners in this area to represent thew in the matter of re- zoning Lots 16 through 30, Block 2, Kipp's Macalester Park from a "Commercial" District to an "A" Residential District in order to maintain the present single family character of this block. There are 12 resident homes on the north side of Randolph, plus a light grocery store with living quarters on the second floor, and an apartment building which fronts on Howell St. There are 15 homes on the south side of James St. between Howell and Prior. The homes range in value from $16,000.00 to $24,000.00. In addition, on the south side of Randolph there are St. Catherine's College and the St. Joseph's Provincial House which represent a combined investment of Approximately $25,000,000.00. I am sure that I can say for all of us that we bought homes in this location feeling that it was a good residential area, handy to schools and churches of all denominations. All of us have tried to maintain and keep our property in good condition at all times. There are other facts that we should like to have you consider. There are a considerable number of small children in the block, and with the narrow alley that we have, any further commercial use of the alley would be extremely dangerous to the children's safety. We would also like to call to your attention the fact that the two blocks :immediately to the west of ours have been previously re -zoned from "Commercial" to "A" Residential. I might add that the home owners on James , which is an "A" Residential Zone, are vitally interested in preserving the present residential character of Randolph so as to protect the value of their property. St. Catherine's College and St. Joseph's Provincial House also are vitally interested in the success of this petition. We cannot urge too strongly your favorable action in this matter. The Board of Zoning considered this matter at its regular meeting on May 6, 1965. -The staff reported that the purpose of the rezon- ing was to preserve the,present� residential- character of this block and neighborhood, and that the Comprehensive Land Use Plan inddicated that the highest and,best use of.the property is for residential use. - .?
