Deaz Mr. Farah:
The Office of License, Inspection and Environmental protection has recommended
revocation of the Taxicab Vehicle license for cab #303 held by Abdulkadir A. Raage, d/b/a Five
Star Tu�i for the Ciiy of Saint Paul. The basis for the recommenciation is as follows:
On November 1, 2005; you were sent a letter from the Office of License,
Inspection aad Environmental Protection statin� that the Automotive
Liability insurance policy for cab #303 would need to be renewed before the
December 30, 2005 e%piration date.
As of December 30, 2005 the insurance policy on cab #303 was allowed to
lapse in violafion of Chapter 376.06(g) of the Saint Paul Le�islative Code
which states "Any license issued under this chapter shall terminate whenever
the term of said license the owner, lessee, licensee or operator of said tazicab
shall fail to keep in full force and effect such insurance or bond in the full
amount hereinbefore required".

At this fime you have three options on how to proceed:
1. If you wish to have a public hearing before the Saint Paul City Council, you will
need to send me a lefter with a statement admitting the facts and requesting a
public hearing. We will need to receive your letter by Monday, January 30,
2006. The matter wiil then be scheduled befare the City Council for a public
hearing to deternuue whether to revoke your license. You will have an
opportwuiy to appeaz before the Council and make a statement on your own
behalf.
2. If you dispute the above facts, you can request a hearing before an Administrative
Law Judge. At that hearing both you and the City wiil be able to appear and
present witnesses, evidence and cross-exami.ue the other's witnesses. The St. Paul
City Council will ultimately decide the case. If this is your choice, please advise
me no later than Monday, January 30, 2006, and I will take the necessary steps
to schedule the administrative hearing.
3. If you no longer wish to do business in the City of Saint Paul, you may send a
written statement to that effect to Christine Rozek in the Office of License,
Inspections and Environmental Protection, 8 Fourth Street East, Suite 200, St.
Paul, Minnesota 55101-1002 no later than Monday, January 30, 2006.
If I have not heard from you by that date, I will assume that you are not
contesting the revocation of your license.
