William Donovan 1 DATE: April 27, 1965 Ig � RE: Assessment of benefits in connection with the � Hazel-East Third Sanitary Sewer System. � � The ratification of the assessment of benefits in connection with the � subject sewer has been postponed by the City Council until April 27, 1965. The Department of Finance and the Department of Public Works have been directed by the City Council to study the financing as now proposed for this improvement. The Hazel-East Third Sewer is unique in a number of ways. Features of this particular sewer that distinguish it from other sewer systems are as follows: l. One segment of the sewer, running between Fifth Street and Third Street for a distance of 850 feet, has been constructed on an � easement and is not assessed against the adjacent property. This in effect eliminates 1,700 feet of frontage that would normally be assessed if the sewer had been constructed in a platted street. 2. Approximately 30% of the benefitted properties are unimproved ; garden sized lots, .many of them measuring 120 feet by 300 feet. � This results in high individual assessments regardless of the � assessment rate. _ - � 3. Approximately 3,200 lineal feet of abutting frontage is below � the grade at which the sewers were constructed.' Normally the percentage of low lots is insignificant and reducing the fron- tage does not increase the assessment rate to the same degree as the subjeet sewer. 4. A number of streets in which this sewer system has been con- structed are not graded, such as Hazel between Wilson and Third Street, Fremont west of Hazel, Conway between Luella and Hazel, Luella between Wilson and Conway, and Wilson between Hazel and Van Dyke. Lots abutting these streets cannot be developed or improved until such time as these streets have been graded. 5. Another factor con-t�ibuting toward the increase of the final assessment rate over the estimated assessment rate is the elimin- ation of parts of Conway Street and Luella Street from the final order. These segments are tra.velled roadways requiring nominal i I ` , �' ' • 'y � � ' 5. contTd work to physically construct the sewer. Also the abutting properties are on street grade and would have contributed a large amount of assessable frontage. Sewer systems �that are designed with additional capacity to serve � future areas not immediately connected to the system are assessed � at a fixed rate. The full cost of sewer systems of this type are � not fully assessed against the abutting properties, and the rate quoted for them is considered to be a guaranteed rate. The Hazel- i East Third Sanitary Sewer System is designed to serve only the par- � cels of land actually abutting the various sewers that comprise the system. The policy has been to assess the fu11 cost of this type of sewer against the abutting benefitted properties, and this is the basis for the present �proposed financing of the subject sewer. The final order authorizing the construction of the Hazel-East Third Sanitary Sewer System was adopted by the Council based on " an estimated assessment rate of $8.86 per foot. The final assess- � ment rate based on a full assessment has been calculated at $9.57 � per foot.
