WHEREAS, the Youth Egpress is a well established youth serving agency in our city which provides
important services to youth of Saint Paul; and
WIIEREAS, Youth Express services help to develop strong, civic minded, and law abiding young
adults. These young people contribute to the quality of life for everyone in Saint Paul; and
WHEREAS, the Youth Express operates the Bike Express Shop as part of their programming for
youth in Saint Paul. This shop allows young people to build entrepreneurial skills, job skills, teamwork,
and other business and social skills; and
11 WHEREAS, the Saint Paul Police Department desires to donate ten (10) abandoned bicycles whose
12 approximate value at auction is $180.00 to Youth Express; and

WHEREAS, the public purpose of this donation will help Youth Express' efforts to reduce juvenile
crime, develop positive role models for youth, and help youth build job skills for their future; and
WHEREAS, Youth Express is a charitable nonprofit organization; and
19 WHEREAS, the bikes are surplus materials of the City of Saint Paul; and

21 WHEREAS, this donarion supports the communiTy as a whole by developing stronger members of the
22 community and providing bicycles at an affordable cost to the neighborhood residence; and

24 WHEREAS, City government rightFully supports the positive development of our young people; and
25
26 BE IT RESOLVED, that the City Council authorizes the Saint Paul Police Department to donate the
27 abandoned bicycles to Youth Express.

I am writing to respectfulty reqnest that the St. paul Police Department donate its impounded
bicycles to Youth Expzess, a non-profit organiaanon serving disadvantaged youth, ages 7 to 18,
m the Lexingtan-Hamtine Snela'sng-Hamlfne, and Surm�at-Universiry neighbosboods. The
donated bicycles will be repaired and sold at the Bxpress B�ke Shop, a smaU business started by
Xouth Express m 1995 to provide eiatployment training and experience to yourtg people in the
community.
