WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines
pertaining to the limits on the acquisition of property, and the matching fund requirement is recommended; now,
therefore be it

Presented by
RESOLVED, that upon recommendation of the Mayor, pursuant to Section 10.07.4 of the City Charter, the City
Council does hereby amend the 2006 budget for the N.I.I.P. program in the following manner:
RESOLUTION APPROVING THE USE OF
NEIGHBORHOOD STAR INVESTMENT INITIATIVE PROGRAM FUNDS
FOR A PROJECT IN WARD 2
6 WHEREAS, on December 13, 2006 the Neighborhood STAR Board reviewed Weliston Action's proposal for the Paul
7 Wellstone Tribute Painting; and,

9 WHEREAS, the proposal provides for a capital project that will make for a significant aesthetic improvement to the
l0 Welistone Center; and,

12 WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these activities by providing
13 a total of $5,000 from the Ward 2 Neighborhood Initiative Investment Program allocation; and,
