� WHEREAS� the City of Saint Paul is currently experiencing
� an emergency of great magnitude due to the unprecedented rise
! in the Mississippi River which is the highest known on reeord�
� and

` WHEREAS� substantial sums of money have been expen.ded
� for the protection of lives and property an.d substantial and
, yet unknown damage has been infl�cted upon property� both
} public an.d private� and the meeting of this emergency has
; _ created unusual expenses; and

Y�iEREAS� the City is in need of funds tA meet these
` expenses ar�d to repai�r dam.age� various Federal and State aids
� being available to the City to meet or defray the expenses in
� protection of the li�es and,property and repair of damage; now�

therefore� be it Y

� RESOLVED� That the �orporation Counsell_take all necessary
� steps to secure information immediately and take all necessary
! steps to make application immediately for any State and Federal
aid available to meet needs and=repair the damage caused 1$�this
