I B� IT ENACTLD BY THE LEGISLATURE OF THE STATE OF MINNES(�9:

; Section 1. Subdivision 1. Notwithstanding any provision
�
; of the charter of the city of Saint Paul or statutory enactment
� .
� to the contrary, the positions of purchasing agent and of
�
deputy purchasing agent shall be subject to the charter provisions
; applicable to the classified service and the civil service rules
4 adopted pursuant .thereto, except as h�reinafter provided.
. ' Subd. 2. The minimum qualifications for the position of

• ,` purchasing agent shall be "college graduation with a bachelor' s
; degree from an accr�dited college or university and eight years�
� professional experience in purchasing, at �east three years of
� which shall have been at or above the level of assistant
; purchasing agent with a firm whose annual purchases are
' $4,000�000 or more." The minimum qualifications for the positinn
� � .
; of� deputy purchasing agent shall be "college graduation and five
�
� years' professional experience in purchasing, at least three "
' years of which shall have been at or above the level of buyer

� with a firm whose annual purchases are $2,000,000 or more."
� Additional qualifying experience may be substituted yearfbr
' year for college education ],acking. Notwithstanding the
i foregoing propisions, any person who has held or who now holds

• �� the position of purchasing agent, deputy purchasing agent or
� buyer in the parchasing department of the city of Saint Paul

' fol.lowing the effective date of this act, regardless of

� Subd. 3. Notwithstanding any provision of the charter of '

; �he city of Saint Paul or of the civil service rules adopted
pursuant there�l;o providing for promotion preference for
I employe�s� such provisions shall not apply for the first
� examination given for the position of purchasing agent and of
i
deputy purchasing agent following the effective date of this act.

� Subd. 4. Notwithstanding the pr ovisions of Minnesota
�
; Statutes� Sectionsl9'7.45� 197.46, and 197.�+7 or any other p�ior
� statute of the state of Minnesota or charter provision of the

r city of Saint Paul to the contrary, any employee holding the
• t osition of urchasin a ent or of de ut urchasin a ent who

has attained the age of 65 years shall retire from such position
i
, on the first day of the month next following the month in which
�
f he a�tained the age of 65 years.
' Subd. .

5 Notwithstanding any provision of the charter of
'; the city of Saint Paul or the civil service rules adopted pursuant

; thereto with regard to r�sidence� applicants for the first

examination for the position of purchasing agent, or of deputy

; pw�hasing agent� following the effective date of this act� shall

not be required to be residents of the city of Saint Paul.

+ Subd. 6. The provisions of Minnesota Statutes, Sections

i 197.45, 197.46, and 19'7.47, shall not apply to �he position of
