Notwithstanding any provision of the charter � � of the city of Saint Paul to the contrary, said city, for the � � . purpose of providing moneys for employment of additional police � personnel and for acquisition of additional equipment and � supplies for the bureau of police of said city� is hereby , � authorized and empowered by resolution of its council, in � � ,� �a addition to all other powers possessed by said city and �n � i' addition to and in excess of any limitation upon the amount � �i . .
