Wf�EREAS, the Mayor, as chief exeQUtive officer of �he
City of Saint Paul did, or� April 1�, 1965, sign a proelamation
; proclaiming a state of emergency beeause of the unprecedented and
,F extreme flooding oP the Missiasippi River; and
, WAEREAS, the �ouncil of the City of Saint Paul has approved
� a resolution appropria�ing funds to prevent undue dama.ge as a
� result of the flooding condition; and _

IE WAEREAS, it appears that the Mississippi River will not
�; reach i�s crest until Apr31 16, 1965; a.nd
.,
+ WI�EREA�, certain areas of the Ci�y lying ad�aeen� to the
Missiasippi River are now in a condition of peril to life and
�; proper�y due to the rising flood waters; and
;
�: WI�REAS, it is deemed to be in the bes� publia interest to
�'" afford prote�tion of life a.nd property; and
�:
WHEREAS, it is necessary in the interests of the p�tblic
health, safety and welfare to evacuate a11 people residing near
� or ad�acent to the river behind the flood wall area generally �
- -� described as the Wea� Side _Flood Wall, from Belle Street on �he
= west to xobe�t Street on the east; and _

� , RESOLVED, by the Council of the City of Saint Paul, �hat
� ; the eommissioner of Public Safety and the Commissioner of Public
Works are hereby authorized and directed, in coope�ation with the
� . o �'a Ho�.sing and Fiedevelopment Au�hority and the American Red Cro�s, to
�p- '�' evacuate all resider�ts within the above area; and be it
� ,
a ,'; FURTHER RESOL�TED, by the Gouncil of the City of Saint Paul,
Q� � that the Commissioner of Public Safety and the Commissioner of
H � Public Worka take all reasonable, necessary �steps to immediately
� e acuate said area for the purpose of protecting the public interest
