PAUL COUNCIL NO n OFFICE OF THE CITY CLERK FILE UNCIL RESOLUTION — GENERAL FORM RESOLVED, that for employees ofithe Public Safety Department not covered under the provisions of Chapter 851, haws of Minnesota for 1963, as amended, who retired, at age 65 or`older, on and after May 1, 1965, that commencing January 1, 1966, such employees shall be included'in the City's group health and welfare program coverages for retirees with the Minnesota Hospital Service Association and the St. Paul Fire & Marine Insurance Company contracts with the City, pursuant to theprovisions of agreements between said carriers and said City; be it FURTHER RESOLVED, 'amounts that the to be paid under the City - pay retirees' group coverages within'the Charter levy limitations shall be paid out of Activity 0954 -431, Miscellaneous and Unforeseen Expense code; be it FURTHER RESOLVED, that such coverages shall be effective pursuant to the agreements between said carriers and the City through June 30, 1966; be it FINALLY RESOLVED, that the�City Clerk is directed to send copies of this Resolution to t two carriers above named, and the health and welfare coverages herein authorized shall be and become effective January 1, 1966 upon receipt of letters from a duly author- ized officer of each of the aforesaid carriers, agreeing to accept and be bound W the-,'irvvisions, terms and conditions of this Resolution. BEHRENS - !Commialdrfor' i X22 December 28, 1965 To the Honorable Council I of the City of Saint Paul Gentlemen: Please be advised that the Health and Welfare and Insurance Committee has had under consideration for some time the difficult assignment of recommending to your Honorable Body methods whereby retirees from City employment, who retire at or after age 65 and who are not eligible for coverage under the City retirees' group coverage program established pursuant to the provisions of Chapter 851, Laws of Minnesota for 1963, might be afforded City -pay retirees' coverage pursuant to the - provisions of Chapter 296, Laws of Minnesota for 1965. The number of employees eligible for coverage pursuant to the provisions of said Chapter 296 is rather small; consequently, it was difficult to devise a pro- gram which the Committee felt it could recommend to the Council. However, as a result of the efforts of Mr. Charles H. Stevenson, Secretary of the Health and Welfare and Insurance Committee and the City's Insurance Consultant, an arrangement has now been worked out with Blue Cross and the St. Paul Fire and Marine Insurance Company whereby said carriers have agreed to extend the coverages to retirees covered under Chapter 296 under the present retirees' -group contracts between theCity and said carriers. Consequently, the Committee has recommended that such employees be covered under the present City retiree groups in accordance with the terms, provisions and conditions set forth in the Resolution transmitted herewith and recommends to your Honorable Body that it adopt such resolution and extend coverage to the aforesaid employees under this program.
