The rehabilitation or demolition of the structure to be completed within fifteen (15) days after the date of the Council Hearing; and WHEREAS, a hearing was held before the Saint Paul City Council on Wednesday, December 20, 2006 and the testnnony and evidence including the action taken by the Legislative Hearing Officer was considered by the Council; now therefore BE IT RESOLVED, that based upon the testimony and evidence presented at the above referenced public hearings, the Saint Paul City Council hereby adopts the following Findings and Order concerning the Subject Property at 972 CONWAY ST . That the Subject Property comprises a nuisance condition as defined in Saint Paul Legislative Code, Chapter 45. 2. That the costs of demolition and removal of this building(s) is estimated to exceed five thousand dollars ($5,000.00). That there now exists and has existed multiple Housing or Building code violations at the Subject Property. 4. That an Order to Abate Nuisance Building(s) was sent to the then lrnown responsible parties to correct the deficiencies or to demolish and remove the building(s). That the deficiencies causing this nuisance condition have not been corrected. 6. That Neighborhood Housing & Property Improvement has posted a placard on the Subject Property which declares it to be a nuisance condition subject to demolition. That this building has been routinely monitored by Neighborhood Housing & Property Improvement, Vacant/Nuisance Buildings. 8. In the event the building is to be demolished and removed by the City of Saint Paul, all personal property or fixtures of any kind which interfere with the demolition and removal shall be removed from the property by the responsible parties by the end of this time period. If all personal property is not removed, it shall be considered to be abandoned and the City of Saint Paul shall remove and dispose of such property as provided by law. 4. According to our files, it has been a vacant building since Apri16, 2006. The current property owners are George Blank and Laurel Blank, per AMANDA and Ramsey county property and taxation records. The city has had to board this building to secure it from trespass. The city condemned this building on Apri14, 2006. Where wall and ceiling covering is removed, attic, replace doors and windows, (insulation, glass, weather sh etc.) shall meet new energy code standards. 20. Prepare and paint interior and exterior as necessary (take the necessary precautions if lead base paint is present). All charred members will have to be scraped or sandblasted completely clean and any water warped members replaced. A11 plumbing work requires permit(s) and must be done by a plumbing contractor licensed in Saint Paul. 2. Correct the temperature and pressure relief valve discharge piping at the water heater. 3. The dryer gas shutoff, connector or piping is incorrect. The soil and waste piping has no front sewer cleanout, no soil stack base cleanout. The soil and waste piping is unplugged or has open piping; backpitched piping. Provide the proper pipe supports, connections, transitions, fitring or pipe usage for the soil and waste piping. 15. Cap all unused waste and vent piping. 16. Vent the basement water closet, lavatory and shower to Code. 17. Correct the waste at the first floor lavatory. 18. Vent the kitchen sink and correct the waste to Code. 19. Correct the water piping at the first floor bathtub to Code. HEATING 1, Recommend installing approved lever handle manual gas shutoff valve on gas appliances and the furnace. 2. Clean and Orsat furnace bumer. Check all controls for proper operation. Submit report. 3. Check fumace heat exchanger for leaks, provide documentation. 4. Provide thirty (30) inches of clearance in front of furnace for service. 5. Resolution ordering the owner to remove or repair the building(s) at 972 Conway Street. If the owner fails to comply with the resolution, Neighborhood Housing and Property Improvement (NHI'I) is ordered to remove the building. Mr. Magner stated the building was a two-story, wood frame, single-family dwelling on a lot of 2,514 square feet. The building was condemned on Apri14, 2006 and had been vacant since Apri16, 2406. The vacant buiiding fees in the amount of $254 had not been paid and the $5,000 performance bond had not been posted. A code compliance inspection had been conducted on July 6, 2006. On September 26, 2006, an inspection of the building was done and a list of deficiencies which constitute a nuisance condition was developed. An order to abate a nuisance building was posted on October 6, 200b with a compliance date of November 6, 200b. To date, the owner had done nothing to abate this nuisance. Ramsey County TaYation estimated the market value of the land to be approximately $24,900 and the building to be $73,100. Real estate taxes were current. Code Enforcement estimated the cost to repair the building to be approximately $70,000 to $80,000 and the cost for demolition to be approximately $7,000 to $8,OOQ. There had also been £our sumniary abatements issued to this property: cut ta11 grass and weeds, remove improperly stored refuse and to secure the building. Code Enforcement recommended the building be demolished within 15 days. No one appeared. Ms. Moermond stated that from the report, it appeared that the owners had abandoned this properiy and the City had become the property manager. The owners provided little or no contact information. Therefore, it was her recommendation that the building be removed within 15 days with no option for repair.
