The annual fee for an instructor's license shall be Fifteen ( $15.00 ). Dollars . Section 11. If at any time it is determined by the City Council that any licensee under this Chapter has caused or allowed any vehicle used for driver training to be operated on the streets of the city in such a manner as to constitute a nuisance or hazard, the Council may revoke such license forthwith. Section 12. The license required by this Chapter shall not be re- quired of any public or parochial school, Liberal Arts College, or the University of Minnesota, which, as a part of its regularly established curriculum, offers a course in driver training; nor shall any license be required by any regularly employed instructor in such school, college or university while employed and engaged in teaching the course established by such school, college or university; such exemption of the requirement of obtaining a license shall not exempt the schools, colleges or University of Minnesota or their employees from complying with the other terms of this Chapter. Section 13. This ordinance shall be deemed a part of the Saint Paul Legislative Code, and shall be incorporated therein and given an appropriate chapter and /or section number at the time of the next revision of the said Legislative Code. Z' An ordinance providing for the regulation of Motor Vehicle Driving Schools. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. As used in this Chapter, the following terms shall mean: a. DRIVING SCHOOL. The business of giving instruction in operating motor vehicles. b. INSTRUCTOR. Any person giving instructions for compensation in the operation of motor vehicles. Section 2. No person shall operate a Driving School within the limits of the City of Saint Paul without first having obtained a license so to do in accordance with the terms and provisions of this chapter. Section 3. The annual license fee for-each Driving School shall be Thirty ($30.00) Dollars. Section 4. Application for license shall be made in writing and shall be approved by the City Council before issuance. No license or re- newal shall be granted until the applicant files with the City of Saint Paul an original or duplicate policy or policies of insurance in a company authorized to do business in the State of Minnesota insuring such applicant for the full license period against loss in the sum of at least One Hundred Thousand ($100,000.00) Dollars for injuries or death to one person; Three Hundred Thousand, ($300,000.00) Dollars for injuries or death.to more than one per- son for one accident and Ten Thousand ($10,000.00) Dollars for property damage. Said policy.shall provide that it may not be can- celed except upon ten (10) days written notice to the City of Saint Paul.
