Title to the land involved has not of this date been trans- ferred to the Port Authority from the City of Saint Paul. This necessitates the City signing the Temporary Construc- tion Permit. We respectfully request that this permit be signed at the earliest possible time so that the advertising for bids by the Highway Department can proceed as planned.
