WHEREAS, the City of Saint Paul was issued a federally mandated storm water discharge permit firom the Minnesota
Poliution Control Agency (MPCA) on December 1, 2000, and
WHEREAS, the City will be renegotiating this permit with the MPCA in 2007 and the City will be addressing Totai
Manimum Daiiy Loads in the near future; and
WHEREAS, the League of Minnesota Cities is sponsoring the formation of the Minnesota Cities Storm Water Coalition
(MCSC); and
WHEREAS, the mission of the MCSC is to protect Minnesota's water resources by ensuring that the policies, permits,
procedures, rules, and Iegisiation adopted by state water resource management agencies and other regulatory entities
are both meaningful and manageabie from the perspective of the regulated parties; and
WHEREAS, MCSC has asked cities to participate in the Coalition by paying a annual fee based on population and to
sign a letter of understanding; and
WHEREAS, the annual fee for Saint Paul is estimated to be a maximum of $4,500.00; and
Now, therefore, be it RESOLVED, that the City of Saint Paul hereby agrees to participate in the League ot Minnesota
Cities' Minnesota Cities Stormwater Coaiition and authorizes the proper City officials to execute, on behalf of the City
of Saint Paul, the Minnesota Cities Stormwater Coalition Letter of Understanding.
