3 WHEREAS, the City of St Paul, in File No. 06-249-715, has submitted for City Councif approval
a the attached preliminary and final plat for Trillium Addition No. 2, at the northeast corner of
s Phalen Boulevard and Earl St., to create 2 industrial parcels and 2 outlots; and
't WHEREAS, the appropriate City departments have reviewed the plat and found, subject to the
s recommended condition, that it meets the requirements of Chapter 69 of the Zoning Code; and

io WHEREAS, notice of a public hearing before the City Council was duly published in the official
ii newspaper of the City and notices were mailed to each owner of affected property including al!
i2 property situated within 350 feet of the subject property; and

ia WHEREAS, the City Council held a public hearing on the proposed plat on December 6, 20�6,
is where all interested parties were given the opportunity to be heard, and the Council considered
i6 all the facts and recommendations concerning the plat;

1s NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the

zo Boulevard and Earl St., subject to the condition that the applicant shall file a copy of the Council
zi Resolution approving the plat with the Ramsey County Recorder's Office.

creates five or more lots or parcels each of which is 2%2 acres or less in size, or (2) requires paved
streets, alleys and other pubiic improvements, or (3) is previousfy unplatted land. §69.406
provides criteria for review of subdivision applications. These criteria are covered below under
°Required Findings."
HISTORYIDISCUSSION: This site was purchased by the Ciiy of Saint Paul as part of the Phalen
Boufevard construction project. That parf of the site not needed for the road is the property
included in this plat. Frank Street will be extended through the site and wili connect to Phalen
Boulevard. Property to the east of Frank will be redeveloped for industrial purposes; property to
the west of_Frank is contaminated, has been capped, and will remain opeh space.

REQUIRED FiNDINGS: § 69.406 of the Zoning Code requires that all of the following findings
shall be macie prior to approval of a subdivision:
1. All the applicable p�ovisions of the Legislative Code are complied with. City staff have
revi�wed the proposed plat and have deterrninsd that all applicable provisions of city codes
are met. -
2. The proposed subdivision will not be detrimenta! to the present and potential surrounding
� land uses. The prappsed plaf is consistent with the surrounding land uses, and wii{ not be
detrirriental tb present and future use of surrounding land.

5. The subdivision preserves and incorporafes #he site's important existing natural feafures
whenever possible. The site is in a fully-developed part of St. Paul with no remaining
natural features.
6. All land intended for buitding sifes can be used safely witfiout endangering residents by
peril from floods, erosion, continuausly high wafertable, severe soi! condifians or other
menace. Redevelopment of the site wili address any flooding, erosion, high water table or
soil condition problems thatmay be present.
7. The subdivision can be economically senred with public facilifies and services. The
subdivision can 6e economically served with pubfic #acilities and services from surrounding
streets.
