DECLARING 3ANUARY 27 2007, TO BE CLAIM IT'., A UNITED WAY PARTNERSHIP
DAY IN THE CITY OF SA1NT PAUL
WHEREAS, Greater Twin Cities United Way has taken the lead in creating an initiative surrounding the Eamed Income Tax Credit,
officially named Claim 71! A United Way Parinership, and has parinered with the Saint Paul Ciry Council, the Ciry of Saint Paul, Mayor
Christopher B. Coleman, Mayor R.T. Rybak, the City of Minneapo4is, the Minneapolis City Council, AccountAbility MN, AARP Ta�-Aide
Foundatioq Children's Defense Fund Minnesota, Community Action Programs, the Federal Reserve, Hennepin County, the Intemal Revenue
Service, The Itasca Project, the Minnesota Department of Human Services, the Minnesota Department of Revenue and Ramsey CounTy to
increase awazeness; and,
WHEREAS, C[aim It! A Uxiled Way Partnership is working [owards the goal of increasing the number of working people aad families who
claim the Eamed Income Tax Credit by ] 0,000 people for this [ax year; and,
WHEREAS, the Earned Income Tax Credit was established in 1975 to help decrease the ta�t burden on low-income, working families and
was expanded to assist working families in rising above the Federal Poverty Level; and,
WHEREAS, it is estimated that nationaliy between I 0% and 15% of eligible persons do not claim the Eamed Income Tax Credit--a credit
they have earned and could be used to assist them in providing for their basic needs such as housing, reliable childcare and transportation;

WHEREAS, applying the refund tA basic needs such as housing, reliable chi(dcare and transpoRation helps reduce employee turn-over and,
as retention is maintained or increased, so is the Ievel of pmductiviry in the workplace; and
WHEREAS, employee retention reduces costs for local employers and encourages employers to promote this underused credit to their
eligible employees--increasing [heir salaries by claiming those credits tha[ they have earned; and,
WHEREAS, [hrough Claim /t! A United Way Partnershep, eligible working families can participate in free tas assistance and preparation
which, along with the Minnesota State Working Families Credih-a state credit that is available to those who aze also eligible for the Earned
Income Tar CrediU-will result in an increase of income and credit for working persons;
NOW, THEREFORB, BE IT RESOLVED, that the Saint Paul City Council honors the hard work of those participating partners of Claim Itl
A United Way Partnership; and be it further
RESOLVED, that the Saint Paul City Council daclares Saturday, January 27'", 2007, to be Claim [t!, A United Way PaRnership Day in the
City of Saint Paul.
