An ordinance amending Chapter 147 of the Saint Paul Legislative
Code, pertaining to parking meter zones and regulations. This is an
emergency ordinance rendered necessary for the preservation of the pub-
lic peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
That Section 147.045, Saint Paul Legislative Code, is hereby amended
by adding thereto the following:

Section 2.
This ordinance is hereby declared to be an emergency ordinance
rendered necessary for the preservation of the public peace, health and
safety.

This ordinance shall take effect and be in force upon its passage,
approval and publication.

Gentlemen:
Attached is an ordinance authorizing the installation of two hour
parking meters on University Ave. from Franklin Ave, to Carleton St.
and on Raymond Ave. from Myrtle Ave. to Territorial Road. The request
was received by businessmen located near the University and Raymond in-
tersection to consider the installation of parking meters. The matter
was discussed at a meeting held at the First Security State Bank to dis-
cuss this matter with all the adjacent businessmen who were notified of
the meeting. The businessmen were unanimous that parking meters would
greatly improve the parking situation in the area by increasing the turn-
over.
We are proposing a two -hour limit meter at the rate of one nickel
per hour and one dime or two nickels for two hours. For this reason it
seems logical that the one hour for one nickel rate should remain for
the meters at University Ave. and Snelling Ave. even though increased
rates may be applied to the downtown meter system. In line with current
policy, 15 minute limit meters are proposed at scattered locations in the
University and Raymond area.
The installation would include approximately 85 meters. However,
we propose to order 400 meters at this time to cover replacement needs
and possible expansion at other outlying areas for the next several years.
It is estimated that the purchase price of 400 new meters would be
from $20,000.00 to $25,000.00, and the cost of the meters for the Raymond
