Application for Gas Station, Retail Food Grocery and Cigarette/Tobacco License (Change of Ownership) Ms. Moermond stated that there are three (3) possible out comes from this hearing: 1) she could recommend to the City Council that they grant the license without conditions; 2) she could recommend to the City Council that they grant the license with agreed upon conditions; or 3) she could recommend that the City Council refer this matter to an Administrative Law Judge (ALJ). With respect to conditions were being recommended, he would have to sign an affidavit agreeing to those conditions. If this matter is referred to an ALJ, the judge can make findings and recommendations to the Council, which they could force as conditions on his license. Ms. Moermond stated that she received three letters of concern which neighborhoods often have concerns about this type of license. Ms. Schweinler, license inspector, LIEP, reported that all of the necessary inspections have been reviewed and approved. Mr. Khalil has met all of the requirements. LIEP recommends approval with the following condirions: l. No late night deliveries between the hours of 11:OOpm - 6:OOam. 2. Security cameras must be functional. 3. Licensee must comply with all federal, state and local laws. 0-i0 June 8, 2Q06 Minutes for Maryland AmocoBP Market Place License Hearing Page 2 Mr. Aloul stated that this store has been under a management agreement since September, 2005. He was attempting to purchase the starion with another partner and would operate the starion 24 hours per day. Currently, he was managing the store himself from 7:00 a.m. to 5:00 p.m. He attempted to keep the property clean from trash and had provided several trash receptacles, however, people continue to throw trash on the properiy instead of the cans. He had hired extra people $om the neighborhood to watch over customers on their behavior and had instructed them to call the police if necessary. He believed the property was 80 percent improved. He agreed to the recommended conditions on his license. Ms. Peter, 1172 White Bear Avenue, stated she objected to the gas station operating 24 hours a day. There was a three foot easement with a chain link fence on the gas station property and a chain link fence on her properiy. Trees were growing through the fence and it looked unsightly. Also, there had been problems with the sidewalk not being shoveled in the winter time. She alsa took issue with people urinating between the fence. Mr. Repke stated there had been problems with the fence being in disrepair and it was finally repaired two and half years ago, however, he believed it needed to be painted. Ms. Schweinler stated the fence was cedar and it was its natural color so painting was unnecessary. Lar Ziggen, 1172 White Beaz Avenue, stated he bought his gas at SA as this station tended to draw a rough crowd. He also echoed the trash between the fence and suggested there needed to be a buffer between the two properties. Mr. Repke requested three additional conditions be placed on the license. First, there be no sale of blunts or single sale of mini cigars or cigarettes and that packages of such not to be broken apart. Second, no sale of jewelry bags as these small baggies are used for crack cocaine. Three, if open 24 hours, there be an employee staffing the stare. Ae encouraged Mr. Aloul to develop a relationship with the East Team Police as they will respond if there are behavioral issues at the store. Ms. Moermond asked if there had been police calls for this properiy. Ms. Schweinler responded there had been no complaints or calls for service since the applicant took over management in November. Ms. Moermond summarized a letter of concern she received from Mike Larsen. Ms. Schweinler stated if there are behavioral issues at the station, LIEP could take adverse action on the conditions of the license if there are violations. The meeting was recessed 10:45 to 11:10 in order for Ms. Moermond to contact the Police Department on calls for service at this address. Ms. Moermond told Mr. Aloul that she would recommend no sale of blunts as a condirion on the license. NIr. Aloul stated this was unfair as other businesses sell blunts as they are legal. He also stated he does not sell the small jewelry bags anymore and had never sold single cigarettes. He does staff the store 24 hours a day, seven days per week. The store is closed from 1 a.m. to 6 a.m. in order to clean the inside of the store. He offered his phone number to the neighbors so that they could contact him concerning the property. Ms. Moermond suggested Mr. Aloul consider planting arborvitae trees between the two fences to act as a buffer between the two properties which should also help with the issue of trash. D -/D6 / June 8, 2006 Minutes for Maryland AmocoBP Mazket Place License Hearing Page 3 Ms. Schweinler suggested she could meet at the properiy with the owner and the neibors that afternoon to make suggestions on operating the business in a better manner. Ms. Moermond recommended approval with the following conditions: 1. No late night deliveries between the hours of ll:00pm - 6:OOam. 2. Security cameras must be functional. 3. Maintain the fence on East and South side of the property, adjoining the residential property. 4. Maintain landscaping. 5. We have reviewed relevant job information, interviewed the incumbent and immediate supervisor, and compared the position with related classes and positions including IS System Support Specialist and Information and Technology Analyst job series. This study indicates that the position is working within the class concept of Information and Control Integrator Technician, but at the higher grade level 40 of the AFSCME Technical bargaining unit salary schedule. The current assigunent is salary grade 38. Many of the responsibilities involve the same categories of work as previously identified for this single incumbent position. Previously, there was a greater volume of requests to utilize the new SCADA system which required entry to intermediate level understanding to meet user needs. Now, there are more specific requests that have inter-linked uses to meet more complex needs. Most of the assigned duties to maintain, update, and monitor SCADA and other computerized systems require an advanced level of competence. Some assignments require an expert level of understanding in order to implement significant upgrades to the system while learning organizational needs and working with the external consultant. This position does differ in concept from most Information Services positions. Rather than identifying how standard computer applications can meet the needs of users, this position ereates methods to meet the special needs of different user units. Therefore, a separate classification is warranted. Finally, management has indicated that there will be a continued need for this position to perform at an advanced level of understanding far future SCADA and automated system functions. Should you choose to reallocate the position, you will need to initiate a Reallocation Certification, and send it through the required process. An Affirmative Acrion Equal Opportwrity ADA Employer ff you choose not to implement this recommendation, you may undertake other measures to keep the position at the current level. This may require restructuring of this individual position and possibly other positions within Saint Paul Regionat Water Services. We haue notified the incumbent that the study has been completed and directed her to contact the Department Director or HR Liaison within the next two weeks if there is no cotnmunication from deparnnent administration. If you have any questions or need assistance in this matter, please call me at 266-6520. c: James Gtaupmann Lorrie Brown Trisha Freiberger An Affirmative Action Equal Opporutnity ADA Employer Proposed Title of Class: DESCRIPTION OF WORK The City of Saint Paul Class Specification INFORMAI`ION AND CONT'ROL SYSTEMS INTEGRATOR TECHNICIAN D-/D77 CODE: 548A BU: 02 Effecrive: General Dutv Statement: Performs complex, technical work coordinating the Supervisory Control and Data Acquisirion System (SCADA) and security measures that support water ffeahnent processes. Per the directions at that time, I called into the city and asked that the assessment be spread over a 20 year period on my property tazes. At the time, I thought this resolved the issue. In the fall of this yeaz, I received an invoice for $1457.82 from the City of St. Paul. Since my property tases are due at this time and my spring time phone call, I assumed this was my property tac bill and sent in the amount on October 1(see attachment). Over one month early. This past week, I received notice that my property tazes were not paid. When I called (this time Ramsey County), I realized that what I thought was my property talces, was actually a second notice on the street assessment. Apparently, I was supposed to ignore this bill I received from St. Paul, but T must remember to pay a property tac bill that I received in the spring from Ramsey County. I was also supposed to realize that an unpaid bill from the city would get paid on my property taxes to the county. I obviously made a mistake, buC to tell the truth, I suspect I'm not alone. Therefore, I would like to request that the $1457.82 I mistakenly paid on the street assessment be refund to me in full and that the amount be spread over a 20 yeaz period on my property taxes. I would appreciate prompt action on this matter, since my budget does not allow me to pay properiy taxes multiple tnnes. Reg ' Pau17. Huelsk p we1#s rargo View C;heck C;opy — __ _ ? Ms. Moermond said that there was a previous Legislative Heazing on this matter. Kristine Schweinler, LIEP, stated the application for the Class A Entertainment License was withdrawn after the last hearing. This is a new application. LIEP's recommendation is for approval of the Class A license with the conditions recommended by LIEP. Class A Entertainment allows for taped, electronically produced or live music without limitation to the numbers. It does not allow for dancing, stage shows, skits. There are 11 conditions already added to the license. Mr. Trumble stated that Condition 3 reads that Security will be on duty Sunday through Thursday [sic] from ten to closing. They only have entertainment on Friday and Saturday nights. They cleaned the bar up completely. They got rid of all the riffraff. Ms. Schweinler responded that a request to withdraw any of the conditions is seprate from this process. He needs to do that in writing to her office. Ms. Moermond asked what has been going on in the last six months. Ms. Schweinler responded there have been no police reports with this bar. She has not received any complaints. Ms. Moermond asked what they did that worked. Mr. Trumble responded they got help from the police officers. It had turned into a biack bar. They got rid of the rap music, ciosed early, and got rid of Hennessey. Closing eazly was the biggest part. They got rid of the pool table, and they just got it back. Mrs. Trumble added that closing eazly was the biggest answer. Mr. Trumble stated they took a beating financially, but they still have their license. Ms. Moermond asked what they plan to do different with the entertainment license than what they do now. Mrs. Trumble responded they used to have kazoake there, and that is all they will have again, and maybe a band once a month. In the summertime, they have a pig roast, and they usually have a license for that. They have horse show tournaments that they get a permit for. The old clientele is coming back slowly. LEGISLATIVE HEARING MINUTES FOR PUB EAST a6 090 Page 2 Mr. Trumble said he was bom and raised at 1080 E. Seventh and the bar is 1180 E. Seventh. He has been there his whole life, and he knows everybody around there. Things started changing, and people got scazed to come there. They cleaned it up, and now people are coming back. Mary Beth Hummel, ll 99 Seventh Street East, appeared and stated she is representing the neighborhood. She thinks the two issues for the neighbors are noise and trash. They aze working hard on the trash issue. She can see the bands being a noise issue. She suggests they keep the doors and windows shut. Otherwise, she thinks the business has worked very hazd. Mr. Trumble added that he plows the whole neighborhood. Karin DuPaul, Dayton's Bluff Community Council, 798 Seventh Street East, appeazed and stated that she came to hear what is going on. She has received no complaints. She called a couple of neighbors, and they say things have gotten much better. One of the biggest ways to stop the noise is to close the doors and windows, said Ms. Moermond. Mrs. Trumble responded that they do not have any windows that open. The music is to the front of the building. Ms. Moermond asked do they prop the doors open. Mrs. Trumble responded in the summertime, but only the one on the side. Ms. Moermond asked do they have air [conditioning]. Mr. Tnxmble responded two centrals. Ms. Moermond asked wouid they be comfortable with a condition to not prop doors open during musia That would go a long way to keep the noise down. Ms. Hummel stated that Mr. Tnunble talked about Condition 3 being "Sunday through Thursday" when in fact it reads "Thursday through Sunday." Mr. Trumble responded that is what he meant. Ms. Moermond recommends to the City Council that they approve this license with the 11 conditions recommended by LIEP plus the condition about the doors being closed during entertainment. The conditions are as follows: 1. Steven Trumble is not to hold office in the corporate license holder, nor is he to take any active management role in the operation of the business. 2. If a Class A Entertainment license is obtained, the licensee must strictly adhere to the Entertainment A license as defined - Only amplified or non-amplified music and/or singing by performers without limitation as to number, and group singing participated in by patrons of the establishment aze permitted. BACKGROUND The Redevelopment Project Area is located east of the State Capitol and north of downtown. The Project Area includes eight parcels, including Regions Hospital Campus and Gillette Childrens Hospital, a motel (Economy Inn), vacant land west of the motel for the proposed Region Employee Ramp, Emma Norton Residence (women transitional housing), Central Park Methodist Church a portion leased to Regions. The area is currenfly zoned B-5 and CAAPCJ (Capital Area Architectural Planning Commission Jurisdiction). This Redevelopment Plan process will culminate in the City's adoption of the Redevelopment Plan as part of the City's Comprehensive Plan, and the Redevelopment Plan to guide the implementation activiries of the HRA and the Port Authority. Implementation of this Redevelopment Plan will be undertaken by providing for incentives and land use controls that encourage sound development that is consistent with the City of Saint Paul's Comprehensive Plan and is supported by types of market growth that can reasonably be expected in Saint Paul including sufficient hospital capacity to serve the needs of the St. Paul L o oy residents and provide opportunities for employment of St. Paul residents. Regions Hospital is the lazgest owner ofproperty in the Project area and is St. Paul's second largest employer with 4,100 employees (including over 900 St. Paul residents). IV. DEVELOPMENT OBJECTIVES The development ob}ectives include: 1. Encouraging job growth for a major St. Paul employer: a.) Continuation of a Regions Hospital campus to provide medical services far St. Paul residents. b) Off campus development of pazking necessary for Regions employees, consistent with CAAPB rules. (see Exhibit C—Site Plan) 2. The Redevelopment Plan recommends far current non healthcare related uses for ffie following properties: Economy Inn (149 University Ave E.), Emma Norton Kesidence (670 Robert St.) and Central Park Methodist Church (639 Jackson St.), if these properties are sold, the appropriate reuse is either 1) complementary commercial use for visitors and employees of Regions or 2) healthcare related development. V. DESIGN GUIDELINES The City will follow the Capitol Area Architectural Planning Board (CAAPB) recommendations conceming design with respect to development undertaken in the applicable part of the Redevelopment Project Area: (see Exhibit A) New development should relate to the State Capitol, the street and the rest of the community. 2. New development should be environmentally sustainable, to include: • Zero run-off or on-site storm water retention. Zero runoff is difficult to achieve on urban sites, but storm water can be cleaned and detained on-site for a time before it enters the city storm sewer system. These ponds can be used as parks and open spaces in the development. Native plantings. Using native plantangs for landscaping can significantly reduce maintenance and installation costs. The use of narive plants can eliminate the need for irrigation systems. Environmentally-sensitive design and construction of buildings. Whenever possible, incorporate the following concepts in any new development salvage recyclable materials during building demolition, design energy efficient buildings that exceed current code requirements, incoxporate salvaged and recycled building materials in conshucrion, and create healthy work and living spaces. Af4er review with respect, if applicable, to design by Ct1APB, each development project will go through City Site Plan review to receive applicable City permits to construct the development project. ° VI. The Project includes conshucting a new 385,000 square foot state-of-the-art 10-story tower for surgery and single patient rooms atop a pazking ramp with 458 parking stalls for visitors located on the existing south parking ramp; renovating 62,000 square feet of existing space in the mental health facility; and building a new 907 space employee parking facility on the north side of University Avenue west of Jackson Street (see Exhibit B-1— Regions Expansion 2009: Facility Expansion and Improvement Project). Construction completion is anticipated at the end of 2009. Regions has also asked to refund up to rivo prior conduit issues - the 1993 and 1998 Regions Bonds. As cash permits, the hospital would also make $40 -$50 million of additional multi-year improvements to the campus. They currently employ approximately 4,100 people (3,350 full- time equivalents), and expect to add 250 employees as a direct result of this project. Financing Description 1) HRA Conduit Bonds (Series A 2006 Regions Healthcare Revenue Bonds). The cturent estimated amount is $235 million, assuming the 1998 conduit debt is refunded. This would include approximately $152M toward construction, $31 million to refund prior HRA 1993 Regions bonds and, at Regions election, the 1998 Regions Bonds of $52 million. This 30 year revenue conduit debt is anticipated to be rated BBB+ by Standard and Poors. The anticipated average interest rate is 5.25°l0. The Obligated Group, who pays back the conduit debt, includes Health Partners, Tnc., Regions Hospital, Group Health Plan, Inc., Health Partners Administrators, Inc., and Midwest Assurance Company. The financing will be done with revenue bonds far the Project. These are conduit bonds and the City and HRA have no responsibility towards making debt service payment. 2) Reions Emplovee Ramn Bonds. Regions has requested this financing to be structured as an operating lease. This is a separate bond issue of $21 to $23 million far the Regions employees parking ramp ("Employee Ramp"). The Port Authority (the owner of the ramp, through its affiliate CCP), would issue the debt and lease the Employee Ramp to Regions. To make this 30 yeaz debt marketable, the FIRA would enter into a stand-by lease beginning in 2031 through 2036 should Regions not renew its operating lease in 2030). 3) Summary of Expansion Proiect Financin¢: HRA Series A(New money) $152 M including $20 M for underground ramp below tower (Refunding) $31 M refixnds HRA 1993 prior Regions Bonds Possible Refunding $52 M refunds HI2A 1998 prior Regions Bonds EtA Subtotal up to $ 235 M(Current Sizing) Port Ramp Bonds 23 M for the Regions employee ramp Total $258 M(up to $205 M without the 1998 Refunding) 10 D( /05 Public Purposes The Project will allow Regions to expand its clinical infrastructure, which are akeady at times operating at capacity, to serve a growing and aging population, with their growing demand for health care services (emergency medicine, trauma caze, cardiology, orthopedics and behavioral health). The Project will improve hospital efficiency (by reducing patient room transfexs), clinical outcomes (by allowing isolation of infectious conditions), and the patient experience (by increasing the number of private rooms). • Already among the lazgest training sites in the Twin Cities for physicians, the Project will improve Regions ability to provide call rooms for training the next generation of physicians. • Already among the lazgest employers in Saint Paul, the Project will add 250 new jobs to its existing employee base of 4,100 people, of wluch over 1,700 reside in Ramsey County, including 980 in Saint Paul. With a payroll already in excess of $200 million a year in 2005, the payroll upon completion of the project at the end of 2009 is estimated to be $343 million • Already serving more low income uninsured patients than any other hospital in the East Metro region, the Project will allow Regions to expand its services to the low income and uninsured residents of Saint Paul and Ramsey County in a new facility that will be fully accessible to this population. 11 _/p r _, ,. ;+°; Regions Hospital m Expa.sicn cQ Iian I Septembr i8 2Qp6 r c '. t Essentia{ To Our Future! • Hospitaf Capacity Shortage on Eastside With More Demand To Come • Crifical Need for Enhanced Services; — Mental Health —Surgery — Bed Capacity — Emergency Department ' Regions Hospital" I :i i ._.,, ! . ,.'. a ..', n ,; e frproved Efficiency, Operating Performance and Quality —Rectangular Patient Care Units — Level of Occupancy Rate —Flexible Intensive Care Unifs —Privae Rooms (Quality) -i Regions Hospital o-ioy 2 , F ` Q • Lower Gost of Care for the Customers and Hea(th Plan • Opportunity for Further Growth and Consolidation of HPMG Business Supporfs member and patient view of HealthPartners. Regions Hospatal ° ! ` n Q a While Project has risks, the tirne is now and critical. Advances integrated model of care delivery and rnarket differentiation. ° Supports Fispital of Choice for Health Plan, HPMG, and patienfs. _ . , _ mi: Rea OIIS HOSpital' D / l 3 Expansion Z009 i _ i+ ' S ; i.' ^ `4 + , \^ A , T; -; _ _S_ - J . . ..; fi .. . .. 4 -c ,. _ f„ ' ' , , i1 v % ,-/` / ,.✓ / l / , A / s , r " / / `. .Fi .11' .,"' "/ l !'., , ';.. ' t\, \f {. `' . / = 3 j , < / 5 ,. ,: // i . ji t:v{ ' ( ' .. _ / t , f /" . ;(. : \ `- ... .. : /f •• . - .. _ n -- , . --, i - .- - JV -_ - . n / . . . .'- ' / F Y - - . - .. - .. / ! e \ ' 1 -_ y ` " i' _ \ t . ,"/ -. ` , ' r . A . . `\hr-' . `. 1 1 ' / V '' pj, , '.., • • . . .'..
