5 WHEREAS, on November 8, 2006 the I�3eighborhood STAR Boazd reviewed St. Paul Youth Services proposal for
6 landscaping and fa�ade improvements; and,

8 WFIEREAS, the St. Paul Youth Services proposal provides for capital improvements to the exterior of the building
9 that will make for a significant aesthetic improvements to neighborhaod; and,

i l W f IEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these activities by
72 providing a total of $50,000 from the Ward 7 Neighborhood Initiative Investment Program allocation; and,

14 WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines in
15 regards to the $1 for $1 matching fund requirement is recommended; therefore be it
16
17 RESOLVED, that upon recommendation of the Mayor, pursuant to Section 10.07.4 of the City Chazter, the CiTy
18 Council does hereby amend the 2006 budget for the N.I.I.P. program in the following manner:
