WHEREAS, the City Architec�, has requested the City Council
to hold a public hearing to consider any complaints about the
expense incurred by the City of Saint Paul in removing a
dangerous structure at 153 West Kellogg Boulevard, more particu-
larly described as : Easterly 37 feet of part South of Alley,
Lot 8, Block 16, Rice and Irvine 's addition to Sa�.nt Paul; and
� WHEREAS, it appears that the last known record owners
of the property are A. L. Janes, Jr. , W1252 First National Bank
Buil"ding, Sain� Paul, Minnesota and Rober� Elliot�, W125� First
National Bank Building, Saint Paul, Minnesota; �herefore be it
RESOLVED, that the City Couneil of the Cityc,of Sain� Paul
hold a public hearing in the Council Chamber at 10 o 'clock A.M.
on �he 13th day of October 1g65, to consider any complaints about
the expense incurred by the City of Saint Paul and to confirm
the amount thereof; be it
FURTHER RESOLVED, that the Ci�y Architect notify by mail
the record owners;df' the property in question at- the last known
addres� as well as other interested persons of record�

Gentlemen:
A statement of expense has been filed with the City Clerk on
this date for the purpose of creating a lien on the property
known as 153 West Kellogg Boulevard, described as Easterly 37
feet of part South of Al1ey, Lot 8, Block 16, Rice .& Iryine' s
Addition to Saint Paul. �
The property is owned by,
A. L. Janes, Jr. , W1252 First Natl. Bank Bldg. , Saint Paul
Robert Elli'ott, W 1252 First Natl. Bank Bldg. , Saint Paul
CC: Ross'`Mfg. Co. , c/o A. L* Janes, Jr. , Saint Paul
CC: A A Mfg. Co. , c/o A. L. Janes, Jr. , Saint Paul
In this matter, the following resolutions were adopted by the
City Gouncil :
C.F. 219888, adopted by the Council September 4, 1964 (�published
Sept�ember 12, 1964) set a public hearing at 10 A. M. September
29, '1964. � ' `
C.F. 220402, ado ted by the Council October 20, 1964 (published
October 24, 1964� ordered the wrecking by and at the separate
cost and expense,� of the owner, occupant or other person in con-
trol thereof. '
CF. 220793, adopted by the Council November 24, 1964 (published
November 28, � 1964) directed the Commissioner of Parks And Rec-
reation And'Public Buildings to enter the premises and wreck.
and remove the structures thereori, and do any and all things
therein necessary for the protection of life, limb, a'nd ad-
joining property.
C.F. 220838, adopted by the Council November 27, 1964 (published
-- November 28, 1964) approved the specifications prepared by this
office for the wrecking of this building and authorized the
Purchasing Agent to advertise for bids.

C.F, 224942, adopted by the Council August 19, 1965
(published August2l, 1965, provided that the wrecking ex-
pense of $1,600.00 and expense of the Department of Parks
And Recreation And Public Buildings in connection with the
condemnation in the amount of $81,17, making a total of
$1,681,17 be paid out of Wrecking Buildings-Demolition account
of General Fund 0976-256 and, in the event said sum proves
collectible from the owner, same is to be credited to 0976-256�
The'`building has now been satisfactorily wrecked and a regis-
tered bill mailecl to the owners.
We are requesting that you hold a public hearing with ten
days' notice to consider ,any complaints about the expenses in-
curred and to confirm the amount.. The Council resolution con-
firming the expense should end with a directive to the City
Clerk to file a statement of expense for the purpose of se-
curing. a lien on the property.
