RESOLUTION I1dITIATING A LAND USE PLAN AND ZONING STUDY AND ESTABLISHII3G THE CREATION OF A
NEIGHBORHOOD VISIONING COMMITTEE TO EXAMINE THE FUTURE REUSE OF THE LAND WITHIN AND
AROUND FORD MOTOR COMPANY'S TWIN CITIES ASSEMBLY PLANT
WHEItEAS, the Ford Motor Company's Twin Cities Assembly Plant has operated ne�ct to the Mississippi River in the Highland
Park neighborhood of Saint Paul since its construction in 1924; and
WHEREAS, Ford has been an active communiry pariner, working with communiry groups and neighbors in providing a balance
between business and the neighborhood; and
WHEREAS, Ford has generously provided fields on their property for Little League basebal] in Saint Pau] for over 50 yeazs;
and
WHEREAS, the City of Saint Paul has expended significant effort over the past several years to maintain the plant and the
critical employment oppornmities iC provides; and
WHEREAS, in response to national and corporate economic conditions, Ford announced a corporate restructuring in April, 2006
which listed the Twin Cities Assembly Plant among those that could be closed in 2008; and
WHEREAS, the City of Saint Paul laments the potential loss of jobs and tax base in our community, as well as a 70 year
neighborhood and business partnership; and
WHEREAS, at a size of over 130 acres, any future redevelopment of the Twin Cities Assembty Plant will have an immense and
faz reaching impact on the Highland Park Neighborhood and the City of Saint Paul; and
WHEREAS, it is of critical significance that the CiTy of Saint Paul engage in an open process to evaluate the reuse of the land,
examine the implications of vazious alternatives, and present an option for the highest and best uses of the properry; and
WHEREAS, Minnesota Statute 462353 Subd 1�ants to municipalities the authority to carry out comprehensive municipa]
planning activities to guide future development and improvement, providing that they may adopt and amend comprehensive
municipal plans and implement such plans by ordinance and other official actions; and
WHEREAS, the Mayor and the Council of the City of Saint Paul desire that the City's planning commission, pursuant to
Minnesota Statute 462.357, Subds 4& 5, undertake a zoning study and report on the azea in and around the Ford Motor
Company's Twin Cities Assembty Plant, for the purpose of determining whether existing zoning classifications in the area
should be amended and for developing an area plan for consideration as an amendment to the City's Comprehensive Plan; and
WHEREAS, the study process should be open and inclusive and should objectively examine the positive and negative
implications of a full range of redevelopment alternatives to include their impacts on traffic, livability, tax base, the
environment, workforce opporhmities and aesthetics;
NOW, THEREFORE, BE IT RESOLVED that the City Council requests that the Saint Paul Planning Commission undertake a
land use and wning study of the area in and around the Ford Motor Company's Twin Cities Assembly Plant and recommend to
the Mayor and City Counci] appropriate amendments to the comprehensive plan and the City's zoning classifications for this
azea; and be it fivther
RESOLVED that the City Council reyuests that, to oversee preparation of the plan, the Plarming Commission Chair, appoint and
convene by December 31, 2006, a Neighborhood Visioning Committee of no less than 15 members that is broadly representative
of both the azea and of expertise in development, to include individuals from the fo]lowing categories/areas:

BE IT FINALLY RESOLVED that the City Council requests City staff to provide monthly written reports to the City Council
on the activities of the Committee beginning January 30`", 2007.
