RESOLUTION
Signing the U.S. Mayors' Climate Protection Agreement
WHEREAS, many cities throughout the nation, both large and small, aze reducing global wazming
pollutants through programs that provide economic and environmental benefits such as reduced energy
bills, green space preservation, air quality improvements, reduced traffic congestion, improved
transportation choices, and economic development and job creation through energy conservation and new
energy technologies; and
WHEREAS, the City of Saint Paul understands the effects of global wanning and promotes the
environmental and economic health of our community; and
WHEREAS, Saint PauPs Climate Change Action Plan, also known as the Saint Paul Environmental-
Economic Partnership Project (E-EPP) was initiated in 1993 to implement the City's Urban COz Reduction
Plan (adopted in 1992), to support present and future activities to improve the environmental and economic
health of Saint Paul; and
WHEREAS, progress in Saint Paul toward meeting these goals can be measured by verifiable COZ
reduction, a 960,000 ton annual reduction in emissions (exceeding Kyoto Protocol targets), and the
consequent annual savings of $59 million in energy and other costs for the City, Saint Paul's District
Energy Services and the City's other partners; and
WHEREAS, the City of Saint Paul was one of two Minnesota municipalities represented at the Kyoto
Protocol to the United Nations Framework Convention on Climate Change; and
WHEREAS, the City of Saint Paul is a founding member of the International Council for Local
Environmental Initiatives (ICLEI) and ICLEI's Cities for Climate ProtecYion Campaign and Great Lakes
Climate Policy Coordination Project; and
WHEREAS, the Saint Paul City Council established the Working Group on Environmental Sustainability
to oversee the "green" practices of the City and communicate the efforts to the citizenry; and
WHEREAS, the City of Saint Paul demonstrates this leadership through an awazd-winning parks and
recreation department, recycling and waste reduction programs, city building retrofits, the development and
construction of "green" buildings in the City, the implementation of environmentally friendly purchasing
policies, the purchase of alternative fuel vehicles for the Ciry's fleet, and support of District Energy's
distribution of "green" energy production; now therefore be it
WHEREAS, the U.S. Conference of Mayors has adopted strong policy resolutions calling for cities,
communities, counries, states and the federal government to take actions to reduce global warming
pollution; and

RESOLVED, that the Saint Paul City Council supports Mayor Coleman's signing of the U.S. Mayors'
Climate Protection Agreement.
