1 RESOLUTION AUTHORIZING APPLICATION TO THE METROPOLITAN COUNCIL FOR TAX BASE
2 REVITALIZATION GRANTS FOR THE 360 CEDAR BUILDING, HOSPITAL LINEN, AND COMIVIERCE
3 BUILDING SITES

5 WFTEREAS, the City of Saint Paul, Minnesota is a participant in the Livable Communities Act's Housing
6 Incentives Program for 2006 as determined by the Metropolitan Council, and is therefore eligible to make
7 application for funds under its Tax Base Revitalization Account; and

9 WHEREAS, the City has identified environmental invesfigation and clean-up projects within the City that
lo meet the purposes and criteria of the Tax Base Revitalization Account Grant Program of the Metropolitan
I1 Council; and

13 WHEREAS, the City has the legal authority to apply fox financial assistance, and the institutional,
14 managerial and financial capability to ensure adequate project administration; and
15
16 WHEREAS, the City of Saint Paul certifies that it has not violated any Pederal, State or local laws
17 pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt
i8 practice and that it will comply with all applicable laws and regulations as stated in the contract
19 agreements; and

21 WHEREAS, the City of Saint Paul, Minnesota agrees to act as legal sponsor for the projects contained in
22 the cleanup grant applicarions submitted to the Met Council on November l, 2006;
23
24 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint Paul, Minnesota
25 hereby approves the contamination cleanup grant applications submitted to the Metropolitan Council on
26 November 1, 2006 by the City of Saint Paul for the 360 Cedaz Building, Hospital Linen, and Commerce
27 Building sites; and

29 BE IT FURTHER RESOLVED that the sources and amounts of the local match identified in the
30 applications are committed to the projects identified; and

32 BE IT FURTHER RESOLVED that upon approval of its applications by the Metropolitan Council the
33 City of Saint Paul may enter into agreements with it for the above-referenced projects, and that the City of
34 Saint Paul certifies that it will comply with ali applicable laws and regularion as stated in a11 contract
35 agreements; and

3� BE IT FURTHER RESOLVED that the Mayor and City Clerk of the City of Saint Paul are hereby
38 authorized to execute such agreements as are necessazy to implement the projects on behalf of the
39 applicant.
