RESOLVED, That Red Owl Stores, be permitted to
operate a 90 -car parking lot accessory to a supermarket
on property located at the northwest corner of Grand Avenue
and Grotto Street, more particularly described as Lot 4 of
:Subdivision of Lots 16, 179 18, 192 20, 21, 22., Block 7,
Summit Park Addition to St. Paul; Lots 23,24, 259 269 279 "1289
Block 7, Summit Park Addition to St. Paul, and that part of
vacated alley accruing to said Lots 27 and 28, in accordance
with final revised plans therefore, dated October 21, 19659
subject to compliance with the provisions of all applicable
City ordinances, State statutes, and rules and regulations
of public authorities having cognizance.

This is written in reply to the referral of the application of Red Owl
Stores for a permit to construct and-'operate a 90 -car parking lot in
connection with a supermarket-to be located.on property at the north-
west corner of Grand Avenue and Grotto Street. -The property is zoned
Commercial, and the legal-description is attached.
The site is .occupied by the Saint Paul Bible Institute and parking lot,
and the applicant proposes to remove the structure and develop the
property with a supermarket -and a 90 -car parking lot accessory thereto.
The property has a frontage'of 330 feet along Grand Avenue and 140 feet
along Grotto Street which results in an area of 46.,200 square feet.
On October 21, 1965, the Board "of Zoning met to consider this matter.
The staff reported that the zoning is proper for this type of use and '
that the plans for the ..off- street{parking-facilities meet the design
standards. The Traffic Engineer.has reviewed the plans and recommends
approval.

Based upon the above considerations the Board of Zoning recommends the
granting of a permit to establish a 90 -car off - street parking lot on
subject property in accordance with the final plans dated October 21,
1965.

18, 19, 20, 21, 22, Block 7, Summit Park Addition to St. Paul;
Lots 23, 24, 25, 26, 27, 28, Block 71 Summit Park Addition and that
part of vacated alley accruing to said Lots 27 and 28. The property
