An ordinance amending Chapter 21 Elevators and Moving
Stairways of the Saint Paul Legislative-Code pertain-
ing to Building Construction. This is an emergency
ordinance rendered necdssary for the preservation of
public peace, health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1
That Section 21.01 General Regulations is hereby amended
by deleting the following definition from subsection 3 Defini-
tions:
Contact Load::," The contact load is the safely imposed
load on an elevator which is specified in the contract
-for the purchase of the elevator and must be included in
the application for permit.
and add the following in lieu thereof:
Contract Load: The contract load is the safely imposed
load on an elevator which is specified in th-e contract for
the purchase of the elevator and must be included in the
application for permit.
Section 2
That Section 21.01 General Regulations is hereby further
amended by adding subsection 7 as follows:
7. Annual Certificate of Inspection
a. It shall be unlawful for any person, firm or corpor-
ation to operate any elevator, moving stairway or other
equipment covered by this section of the code without hav-
ing a current and subsisting Certificate of Inspection
posted within or near such equipment.
b. Application for such Certificate of Inspection
shall be made with the Bureau of Public Buildings on forms
furnished by the Bureau..._

shall be as set forth in Section 1.09 Fees For Permits in
the Building Code.

d. Upon application the Bureau shall cause the ele-
vator, moving stairway or other equipment covered by this
section to be inspected and if found satisfactory the Cer-
tificate of Inspection shall be issued. If the inspection
by the Bureau indicates the equipment does not conform
to the requirements of the code or if in the opinion of
the Bureau the condition of the equipment is such as to
create an unsafe condition or has become deteriorated so
as to endanger life, limb and property, the Bureau shall
order correction or removal of such unsafe conditions and
the certificates shall not be issued until such correction
or removal has been completed.

t e. Permission may be granted by the Bureau for tempor-
ary use of any elevator, moving stairway or other equip-
ment covered by this., section, for_.a limited period of time,
without issuance of a Certificate of Inspection, when in
the opinion of the Bureau the conditions of the use are such
that it will not endanger life, limb and adjoining property
to allow such temporary use. Such temporary use shall be
requested in writing by the owner of the building or his
authorized agent and shall specifically state the condi-
tions under which the temporary use is requested and shall
state the restrictions if any on -the operation and use of
the equipment.
f. Any elevator, moving stairway or other equipment
covered by this section which requires a correction or re-
moval of unsafe.conditions shall, if the ordered correc-
tion or removal of unsafe condition is not made within thef
allotted time, be shut down and the equipment tagged or
sealed out of service by the Bureau. The use of equipment
which has,been tagged or sealed or the breaking of the
seal-or removal of the tag by any-person, firm or corpora-
tion other than a representative of the Bureau shall be
unlawful..
Section 3
This.ordinance is hereby declared to be an emergency ordi
nance rendered necessary for the preservation 'of the public
peace., health and - safety.
Section 4
This ordinanc _q ha. take effect and be in force from and
after its passage /a pu lication.
