WHEREAS, the Flood and high waters experienced during the spring and summer
season deposited large amounts of material and debris into storm
sewers and catchbasins and surcharged sanitary sewers in the
vicinity of the river, and
WHEREAS, a detailed inspection and report on the location and extent of such
- required cleaning was authorized by C.F. 224756, approved August 41
1965; said services to be furnished by American Pipe Cleaning
Company, and
WHEREAS, said sewer cleaning reports and exhibits have been reviewed and
work therein approved by representatives of the Office of Emergency
Planning for reimbursement under Public Law 875, now be it,
therefore,
RESOLVED, that the Purchasing Agent be and he is hereby authorized with the
consent of the Mayor and the Comptroller to purchase from American
Pipe Cleaning Company services for cleaning of sanitary sewers
in an amount not to exceed $15,881.30 and for storm sewers in an
amount not to exceed 12,563.12 as spefified in reports on file
in the Department of Public Works, without advertisement or
competitive bidx pursuant toz-Section 291 of the Charter of the
City of St. Paul as an amergency exists where failure to act
promptly would work hardship to the best interests of the City
of St. Paul
Code 0287 -239 (to be reimbursed by Federal Government),
