AWARDED TO TFiE CTTY FOR THE STABILIZATION OF TFIE HISTORIC HEAD AND SACK
HOUSES ON TAE UPPER LANDING AND ASSIGNING IT TO THE SAINT PAUL HRA

5 WI�REAS, the historic Head and Sack House complex on the Upper Landing was built by the City of
6 Saint Paul in 1927 and has been deemed eligible for inclusion in the National Register of Historic Places
7 for its role in City and transportation history; and
9 WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul owns the historic Head
10 and Sack House complex and seeks to stabilize and redevelop it; and

WHEREAS, in recognition of its importance in transportation history the Federal Highway
Administration of the United States Department of Transportation awarded the City of Saint Paul access to
$1,090,000 of funding from the Transportation Equity Act for the 21st Century (T-21) as reimbursement
for eligible expenses in stabilizing and redeveloping the Head and Sack House; and
WHEREAS, under an Agency Agreement Number 84218 dated April 16, 2003, the Minnesota
Department of Transportation acts as the agent for the City in accessing federal transportation funding; and
WHEREAS, on August 4, 2004 the Minnesota Department of Transportation approved a Project
Memorandum with the City for State Project Number 164-595-03 for the stabilization and redevelopment
of the historic Head and Sack House Complex;
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Saint Paul, Minnesota
does hereby accept the T-21 funds and authorizes the Housing and Redevelopment Authority of the City of
Saint Paul to expend up to $1,090,000 for the stabilization and redevelopment of the histoxic Head and
Sack House complex and to seek reimbursement of that amount in T-21 funds under the terms of the
Project Memorandum with the Minnesota Department of Transportation.

The HItA owns the Head and Sack House complex on the Upper Landing. The City has xeceived a grant in T-21 funds to help preserve
it, needs to accept those funds, and needs to authorize the HRA to administer it.
