1 RESOLUTION AUTHORIZING APPLICATiON TO THE NIINNESOTA DEPARTMENT OF ENIPLOYMENT AND
2 ECONONIIC DEVELOPMENT, THE METROPOLTTAN COUNCII., AND RAMSEY COiINTY FOR
3 CONTAMIlVATION CLEANUP GRANTS AND LOANS FOR THE SALVATION ARMY B001'H BROWN HOU5E,
4 RIVER PARK LOFI'S, SHOLOM HOME SENIOR APARTMENTS, THE ROBERT AND ISABEL RETAIL, AND THE
5 OLD SWEDISH BANK BIIILDING STTES
7 WFIEREAS, the City of Saint Paul, Minnesota is a participant in the Livable Communities Act's Housing Incentives
8 Program for 2005 as determined by the Metropolitan Council, and is therefore eligible to make appiication for funds
9 under its Taz Base Revitalizafion Account; and
10
ll WHEREAS, the City has identified environmental investigation and clean-up projects within the CiTy that meet the
12 purposes and criteria of the Contamination Cleanup Grant Program of the Minnesota Department of Employment
13 and Economic Development (DEED), the Tcrc Base Revitalization Account Grant Program of the Metropolitan
14 Council, and the Environmental Response Fund of Ramsey CounTy; and
15
16 WHEREAS, the City has the legal authority to apply for financial assistance, and the institutional, managerial and
17 financial capability to ensure adequate project administration; and
18
19 WI�REAS, the City of Saint Paul certifies that it has not violated any Federal, State or local laws pertaining to
20 fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice and that it will
21 comply with all applicable laws and regulations as stated in the contract agreements; and
22
23 WHEREAS, the City of Saint Paul, Minnesota agrees to act as legal sponsor for the projects contained in the
24 cleanup grant applications submitted to DEED, the Met Council, and Ramsey County on November 1, 2005;

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Saint Paul, Minnesota hereby
approves the contamination cleanup grant and loan applications submitted to the Department of Employment and
Economic Development, the Metropolitan Council, and Ramsey County on November 1, 2005 by the CiTy of Saint
Paul for the Salvarion Army Booth Brown House, River Park Lofts, Sholom Home Senior Apartments, the Robert
and Isabel retail, and The Old Swedish Bank Building Sites; and
BE IT FURTII�R RESOLVED that the sources and amounts of the local match identified in the applications are
committed to the projects identified; and
BE IT FURTAER RESOLVED that upon approval of its application by DEED, the Metropolitan Council, and
Ramsey County, the City of Saint Paul may enter into agreements with them for the above-referenced projects, and
that the City of Saint Paul certifies that it will comply with all applicable laws and regulation as stated in all contract
agreements; and
BE IT FURTHER RESOLVED that the Director of the Department of Planning and Economic Development of the
CiTy of Saint Paul is hereby authorized to execute such agreements as are necessary to implement the projects on
behalf of the applicant.
