WHEREA�� the nature of the Coun.cil of the City of �aint
Paul under our form of government is that of exercising its
discretion within the limitations of the City Charter; and
WHEREAS� on a day to day basis in run.ning the City of
� Saint Paul, the giving of guidance to its departments,
direction to its growth, determination of its fiscal
, policy, rezoning, and other things are all an exercise of
discretion by the M�yor and `�ouncil; and '
WHEREAS� the exercise of discretion by City officials
and employees are inherent in a free government� now, therefore,
be it �
RESO�VED� That the Council of the City of �aint Faul �
opposes the enactment of H. F. 953 or any bill which amends
Minnesota �tatutes, �ec. 466.03, �ubd. 6, making discretionary
acts subject to tort liability.
