WHEREA�, the decline in use of public transit facilities
has caused or contributed to two problems which are of public
concern: First � downtown business and property values have
diminished� to the detriment of the whole community. �econd�
the increased use of priv ate vehicles creates conges�.ion which
is costly and inconvenient; and
WHEREA�, most proposals to solve these problems involve
some kind of public aid or subsidy for transit or suggestions
for "transit self-help" and that most of the latter have been
tried and found inadequate or requiring more investment than
anyone seems willing to risk; and
WHEREAS, it is important� before granting a tran.sit
subsidy, or some special privilege to transit, to be sure
that it will actually help to alleviate or solve one or
both of the stated problems and that this help will be
commensurate- with the cost of the subsidy or privilege; and
WHEREAS, the Metropolitan. Transit Authority Bill (H.F. 548) �
now before the State Legislature provides no solution-to- the.
stated problems� nor does it authorize the new Commission to
act to solve these problems, and� a�. best, it provides only ��
f`or the study of problems and submission of recommendations '
for solution to the Legislature, and we see no need for the
� creation of another new, permanent, tax-supported governmental
agency to provide this type of study; an.d
� � WHEREAS, we believe there is no need for a Transit Authority
unless there is to be a publicly owned and operated tran.sit
� � system� and we are opposed to public own.ership or operation as
� �\� long as private industry is capable of furnishing transit service
�. at the needed level without 'subsidy or -with an economically
o justifiable subsidy, now, �herefore� be it
RE�OLVED� the City Council of the City of Saint Paul hereby
opposes the enactment of H. F. 548 a.nd directs that a copy of this
F resolution be sent to each member of the Metropolitan and IIrban Affairs
Committee of the Minnesota House of Representatives and to each member
of the Ramsey County Delegation with all deliberate sp •- 1965
