In the matter of an applieation �or a grant to aequire
open-space land to be submitted to the Urban Renewal Administra-
tion� Housing and Home Finanee Agency.
. `
WHEREAS� Title VII of the �ousing ,Act of 1961� provides
for the making of grants by the Housing and Home Finan�e
Administrator to states and local public bodies to assist
them in the acquisition of permanent interests in land for
open-space purposes� where such acquisition is deemed essential
to the proper long-range development and welfare of urban areas
. in accorda.n.�e with �he plans for allocation of land to such
purpose; and
'�THEREAS� Title VI of the Civil Rights �ict of 1964 and
the regulations of the Housing and Home Finance Agency designed
to implement Title VI� provide that no erson shall be diseriminated
against because of raee, color or nat�.` origin in the use of
land proposed to be acquired by this application; and �
WHERE�iS� the City of Saint Paul des�ires to acquire fee
simple interest to certain land described as follows:

.. Suburban Hills� the following: the east 50 fee� of

'�TA.EREAS� it is estimated that the total consideration to be
paid for the acquisition of said interest will be �21�500.00;
now� therefore� be it
RESOLVED� By the C�ouncil of the City of Saint Paul, as follows:
1. That a.n application be made to the Housing a.nd Fiome
Finance Agency for a grant in an amount authorized by Title �TII
of th� Housing �ct of 1g61 which amount is presently estimated
tv be �4,�00.00, and that �he City of Saint Paul will pay the
balanc� of the consideration for the acquisition for such interests
and the total of all related �osts from other funds available
to i t.
2. That the Commissioner of Parks� Recreation and Public
Buildings is hereby authorized and directed to execute and to
file sueh application. with the Ho�.sing and Home Finance �geney,
to provide`additional information and �o furnish such documents
as may be required by said Agency� to exeeute:�.such contracts -��
as are required by said �Agency, and to aet as the au$Drized
correspondent vf the Citp of Saint Paul. .
3. That the propo�ed acquisition is in accordanc� with
Saint Paul' s Comprehensive Plan adopted April� 1963, bp this
Counail for the preservation of permanent open-space land, and
that should said grant be made� the City of �aint Paul will
retain said land for the use designated in said application and
approved by the Housing and Home Finanee Agency.
�. That the IInited States of America and the Housing an.d
Home FinancJe Administrator be and they hereby are assured of the
full compliance of the City of Saint Pau1 with the regulations
of the Housing and Home Fina.nce �Agency designed to implement
Title VI of �the Civil Rights Act of 1964.
