` 1. To inveatigate the neceesitq for, or desirability of, the making of said improvement. r
2. To inveatigate the nature, extent and estimated cost of eaid improvement, and the total cost thereof.
3. To furnieh a plan, profile or eketch of eaid improvement.
4. To state whether or not eaid improvement is asked for on the petition of three or more owners.
b. To report upon all of the foregoing mattera to the Commiseioner of Finance.
