WHEREA�� the City of Sain.t Paul (herein called the _
"Applicant") after thorough consideration of the various -
aspects of the problem a.nd study of available data has hereby
determined that the constructionsof a certain public work, I
generally described as the Saint Pau1 Auditoriwn Exk�ibitior�.
Hall, is desirable a.nd in the public interest and to that end
it is necessary that action prelimin.ary to the construction ' ' . �
, of said work be taken imm.ediately; and .
WHEREA�� ursder the terms of Public Law 560� 83rd ,
Congress� as amended� the United States of America has autY�orized
the making of advances to public bodie5 to aid in financin.g ,
the cost of engineering an.d architectural surveys� designs, ' '
plans� working drawings� specifications or other action pre-
liminary to and in preparation �'or the construction of public
works; and
` �JSEREA�� the applicant has examined and dnly considered
such act and the applicant considers it to be in. the public
� interest and to its benefit to file a.n application under said
� act and to authorize other action in connection therewith; and .

2. That the Commissioner of Libraries, Auditorium �
and Civic Buildings be hereby authorized to
file i.n behalf of the applicant an application ;
(in form required by the United States and ir�
conformity with said act) for an advanee to be
made by the Uni�ed �tates to t�e Applicant
to aid in defraying the cost of plan pr,eparation
for the above described public work, which shall �..
eonsist generally of preliminary plans for said " �
Exhibition �Iall a.nd necessary sch�matie plans; '
3. That if such advance be made , the applican.t shall �
provide or make necessary arra.ngements to provide '
such funds, in addition to the advance, as may be '�
required to defray the cost of plan preparation �
of such public work;
