05-911� 2 3 4 AMENDED — 9/28/OS RESOLUTION y �� Council File # 05�33V` GreenSheet# 3028205 6 CITY OF SAINT PAUL, MINNESOTA 7 9 Presented By 10 11 Refened To Committee: Date 12 � 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 WHEREAS, a block party pern was issued to the Minnesota Wild for the Minnesota Wild Reunion Block Party on October 5, 2005, beriveen the hours of 11:00 am. and 9:00 p.m., for the area on West 7�' Street between Kellogg Boulevazd and Walnut Street; and WIIEREAS, Section 246.01 of the Saint Paul Legislafive Code states that "no person shall upon the public streets, lanes or alleys of the city ... drink or have in his/her possession in an opened container any intoxicaring liquor, intoxicating malt liquor, or alcoholic beverage of any kind"; and WHEREAS, Section 246.03 (c) of the Saint Paul I,egislative Code states that "[t]he prohibition found in Secfion 246.01 shall not apply to or prohibit the possession or consumption of strong beer or wine purchased and consumed during a block party ... when such possession or consumption occurs on the street which has been blocked off for the block party ... in the downtown business district..."; and WHEREAS, under Section 246.06 the "downtown business districY' has a southwestern border of Chestnut Street between the Mississippi River and Interstate 35E; and WHEREAS, hockey is an integral part of Saint PauPs economy, culhue, and civic identity; and WHEREAS, the Minnesota Wild players and other employees greatly appreciate the team's loyal fans and want to invite them, along with neighborhood residents, to a block pariy from 4:00 pm. to 7:00 p.m. on October 5, 2005, to celebrate the resumption of professional hockey in the city of Saint Paul; and WHEREAS, many bars and restaurants surrounding the azena wish to participate in this celebration welcoming Minnesota Wild fans and neighbors back as the new season starts; now, therefore, be it 1 2 3 4 $ 6 7 8 9 1� 11 OS-910 � • �_ • - - . .- . - . . ... . .. . . .. .. - -..-. . . . . . � -- �-.. --. .- u - ... .
