RESOLVED, That the Purchasing Agent be and he is hereby authorized with the
consent of the Mayor and the Comptroller to issue Purchase Order to J. L. SHIELY
COMPANY for Sand and Gravel at a total cost of $2239.63 without advertisement
or competitive bids pursuant to Section 291 of the Charter of the City of St. Paul
as an emergency existed where failure to act promptly would work hardship to
the best interests of the City of St. Paul.
