Whereas, The City Architect has requested the City Council
to hold a public hearing to consider the advisability and neces-
sity of the correction or wrecking and removal of the two family
dwelling and a'garage at 473 Iglehart Avenue, more particularly
described as Lot 22, Block 20, Mackubin & Marshall's Addition,
because said structures are reported to constitute hazardous
structures, and
Whereas, It appears that the last known record owner of the
property is National Funds, Inc.; therefore be it
Resolved, That a public hearing be held by and before the
Council of the City of Saint Paul, in the Council Chambers of
the Court House And City Hall, in said city, at ten o'clock A.M.
on Thursday, July 7, 1966,' to consider the advisability and
necessity of ordering the correction or wrecking and removal
of the structures on the above described property because said
structures are reported' to constitute hazardous buildings and a
hazard to public health, safety and welfare; be it
Further Resolved, That the City Architect, on behalf of
the City Council, notify by mail the record owner of the prop-
erty in question at the last known address, as well as other
interested persons of record, of the date and time of the hearing.

Gentlemen:
Following is the report of the Building Department on the condi-
tions of the property located at•473 Iglehart Avenue, on proper-
ty described as Lot 22, Block 20, Mackubin & Marshall's Addition,
Saint Paul, Minnesota. The following parties appear to• have an
interest in the property:
National Funds, Inc., 5720 Wayzata Blvd.., Minneapolis
Bona Villa. Apartments, Inc., 2107 First Natl. Bank Bldg.,
'Minneapolis
Dwellings, Inc.,. 3859 W. Broadway, Minneapolis
Twin City Federal Savings & Loan Assn., 395 Robert St.,
Saint Paul
The inspection was made March 22,• 1966 and a reinspection on,May
4, 1966 indicated the conditions were the same. The•building is
one and one -half stories in height, of frame•construction,• and
contained a duplex occupancy. The building is approximately 52
feet long, 26% feet wide, and 24 feet high. It is presently va-
cant, open, and being vandalized.
BASEMENT
There is only a part basement under the building. Apparent-
ly the joists are rotted under the rest of the building as
the floors sag badly.
FIRST FLOOR (Five rooms and bath)
The walls and ceilings throughout are in poor condition.
All four grilles are missing from the heating system. Elec-
tric fixtures are broken or missing. The kitchen floor sags,
the walls are smashed and the sink has been removed. Bath-
room: There are large holes in the floor and walls. All the
fixtures are missing or broken, the plaster is poor throughout.
SECOND FLOOR (Three rooms and bath)
The bathroom walls are smashed. Plumbing fixtures are broken
or missing. Plaster throughout the other rooms is Very poor.

The floor grills for the heating system are missing. The
electric fixtures are broken.
GARAGE
There is an 18 by 18 foot garage at the rear of the dwell-
ing. The garage is out of plumb, framing being two feet
on center for both studs and rafters. It has a single layer
of siding. There is no floor or foundation. The bottom
sections of the plates. are rotted.
It is the conclusion of the Bureau of Public Buildings that by
reason of the inadequate maintenance, dilapidation, physical
damage, unsanitary condition and abandonment, that these build-
ings constitute a hazard to public health, safety and welfare.
It is the further recommendation of the City Architect that the
Council hold a public hearing at 10 o'clock A. M.Thursday, July
7,- 1966 to consider the advisability and necessity of ordering
the correction or wrecking and removal of the structures on
subject property,. and that the City Architect, on behalf of the
City Council, notify by mail the record owner of the property
in question at the last known address, as well as other inter-
ested persons of record, of the date and time of this hearing.
