TO THE COUNCIL OF THE CITY OF SAINT PAUL: The Commissioner of Finance hereby reports: That he has fixed and determined the value of the land, lands or easements therein taken and ap- propriated for the above improvement and the amounts of the awards of damages therefor to the own- ers thereof, and the persons to whom such awards are payable; that he has also fixed and determined the amount of benefits to property, from the making of said improvement, not exceeding the cost thereof, and that attached is an assessment roll entitled as above and identified with the signature of the undersigned, containing the undersigned's finding on said matters. r Co issioner Finan r June 3, 1966 Honorable T. William Donovan in a letter dated April 22; 1966. I have contacted a professional appraiser and although I do not have a formal appraisal, it is his opinion that the damages are substantial. It is my opinion that the fair market value of my property has been reduced and just compensation be awarded for the following: 1. The area acquired for S.E. be paid for at market value. 2. The acquiring of part of the picket fence be considered. 3. The value of the retaining wall be considered. 4. The loss in value to the property by the reduced area of the back yard and difficulty of maintenance and mowing of the slopes. 5. The increased noise and traffic nearer the house. 6. The encroachment to the garage and shortening of the driveway creating a danger when backing onto Anapolis Street. 7. The loss of privacy and beauty to the rear of the property by the tree removal.
