T RESOLVED, That upon the pertinent appeal of Johnson
Realty Co., under the Zoning Code, to relax the building
ground coverage standards on property located on the east side
of Snelling Avenue between Edmund and Charles Avenues, more
particularly described as Lots 12, 13, 14, 15, and 16, Block
4, The Hamline Syndicate Addition No. 3 to Saint Paul, Ramsey
Co., Minn., that the provisions of said Zoning Code hereby are
determined and varied in their application, as and to the extent
necessary therefor, to accommodate a 62 -unit apartment building,
subject to the condition that said appellant- permittee, and his
successors and assigns shall make due compliance with all
applicable provisions of municipal ordinances, State statutes and
rules and regulations-of public authorities having cognizance.

Dear Sir:
This is written in response to the Appeal of Johnson
Realty Company to relax the lot and ground coverage
requirements on property located in a Commercial district.
The property is located on the east side of Snelling
Avenue between Edmund and Charles Avenues, described as
Lot 12, 13, 14, 15, and 16, Block 4, Hamline Syndicate
Addition # 3.
This matter was considered -at the April 21, 1966 Board of
Zoning meeting. The applicant wishes to construct a 62-
unit apartment building with 60 percent of lot coverage
on a lot with an . area of 17,629 square feet. The lot is
deficient 71.6 percent in area and the coverage would ,
exceed by 25 percent the maximum lot coverage requirement._
It was-the findings of the Board that since-the property
is in the University- Snelling Avenue business district,
which is similar in intensity of use to the downtown, it
would be reasonable to relax the lot area requirement and
coverage requirement. Therefore, the Board of Zoning
recommends that the Appeal be granted.

Dear Mayor Vavoulis and Gentlemen:
Please be advised that Yale Johnson, Lynn Johnson and Mitchell
Johnson, doing business as Johnson Realty Company, 2341 University Avenue,
St. Paul, Minnesota, Tel. #646 -1721, are the owners of the following des-
cribed property on North Snelling Avenue, approximately across the street
from the Hamlin Hotel, to -wit:
Lots 12, 13, 14, 15 and 16, Block 4, Hamline Syndicate
Addition No. 3, Ramsey County, Minnesota.
This property is on the east side of Snelling between the intersections of
Edmund and Charles Avenues. It is presently improved with single story
commercial buildings, used as stores, and it is intended to demolish these
buildings and to replace them with a high rise apartment.
The land area of the tract involved is 17,629 square feet, and
the proposed improvement calling for the construction of 62 apartment units
would require 62,000 square feet of land area under the terms of the Zoning
Code of the St. Paul Legislative Code, as amended.
The proposed building would cover an area of 10,600 square feet,
with a ground coverage of 60% of the total area, whereas the Code provides
under these circumstances for a coverage of not to exceed 35% of-the ground
area.
Variances are requested, both as to the area requirement, which
would be some 44,371 square feet less than the area requirements under the
Code, and of the ground coverage requirements of the Code. The area of
Snelling and University Avenues is rapidly becoming a highly intensified
commercial and light industrial area. Major department stores, banks,
shopping center facilities, automobile agencies, off and on sale liquor
establishments, hotels, restaurants and multiple residential units are all
included in the immediate area. Investigation by Johnson Realty Company

disclosed that there is a demand in this area for higher quality multiple
residential units than presently exists. The very high land value in this
area prevents the construction of multiple residential units unless variances
are obtained.
This appeal is pursuant to the St. Paul Legislative Code, Chapter
