Gerber, Jr. City Clerk Building Dear Sir: This is written in response to the application for a permit to install and operate a, filling station on the norri east corner kof Central Avenue and Dale Street by the Clark -Oil and Refining Corporation. Property is described as part of Lots 15, 16 and ` 17, Block 10, Mackubin_and,Marshall's Addition. At the March 3, 1966 Board of Zoning meeting, the staff reported that the property is presently vacant. The Traffic Engineer has reviewed the plans and recommends approval. The plan meets the design standards for this type facility. The property is in the Summit - university renewal area of the Housing and Redevelopment Authority and their plans indicate that Dale Street may be widened from Interstate # 94 to University Avenue. If Dale Street is to be widened, the property on the east side would be acquired which would take part of the property under considera- tion. It is the findings of the Board that the application for a Permit be granted and the Council's attention is drawn to the fact that the Housing Authority may have an interest in the property in the near future if Dale Street is to be widened. April 79 1966 Mr. Milton Rosen City Council St. Paul, Minnesota Dear Ws Rosen: . Growing concern has been manifested during the past few months regarding the implementation of the Urban Renewal and Rehabilita- tion activity in the North Central area. ' From several important areas of the city and this community$ there has developed encouraging plans for a positive approach to general area improvement. As you are'well aware, this growing support for area -wide im- provement is -the culmination of studies and surveys by the Housing and Redevelopment Authority, the Planning Board and State Highway Department: An exciting master plan for the long range development and rehabilitation of this area has resulted. Efforts,to effectuate this master plan will certainly be the responsibility of you and members of the City Council. At a general membership meeting of the North Central Voters League, Wednesday, April 6, 1966, this community service organi- zation went on record as being unequivocally opposed to the grant ing of permission to the Clark Oil Company to build a gas and oil service station on the Northeast corner of Central and Dale: Legal Description: Except N. 125 ft. Lot 15, except Ee 10 ft. Lot 17, and all of -Lot 169 Block 10 Mackubin and Marshall addition. We strongly recommend that this permit be denied, and that any action relative to future commercial land use in the North Central area be given serious study in view of the general rehabilitation plan for this areas RLH/ jf Sely o a nd L.
