Whereas, The City Architect has requested the City Council
to hold a public hearing to consider the advisability and neces-
sity of the correction of wrecking and removal of the dwelling at
580 Blair Avenue, more particularly described as "Subject to and with
walk .easement; -Part of Lot 6 Westerly of a line beginning on North
line of- and 23 feet West from Northeast corner of said lot;
thence South to a point 55.7 feet South from said North line and
22.5 feet West from East line of said lot; thence Southeasterly
to a point 62 feet South from said North line and 21.5 feet West
from said East line; thence Southeasterly to a point 86 feet
South from said North line and 12 feet West from said East line;
thence South and Parallel with said East line 14 feet; thence
Southwesterly to a point 108.4 feet South from said North line
and 16.4 feet West from said East line; thence South and parallel
with said East line to South line of said Lot 6, Block 1, .Michel's
Subdivision of Block 5, Stinson's Division (Rev. LD Desc. No. 763)"
because said structure is reported to constitute a hazardous

Gentlemen:
We, the homeowners and tenants in the immediate area of a vacant .-
building at 580 Blair Avenue, having exhausted every possible means
of having this building razed, Police Department, Health and Safety
Inspectors, City Prosecuting Attorneyts office, are hoping that
satisfactory action can be taken by the City Council.
This building has been vacant for approximately four (4) years. The
windows and doors have been destroyed by vandalism and the St. Paul
Fire Department, which had been called. Health Department officials,
after finding candles and empty beer cans, have stated that this
building has become a haven for transients and a dangerous environment
for children in this vicinity.
The answers we have received in this regard have been courteous, and
they admit a problem exists, but they are unable to do anything about
it.

The following is,a report of the Building Department on conditions
of the property located at 580 Blair Avenue, more particularly de-
scribed as "Subject to and with walk easement; Part of Lot 6 Wly of
a line beginning on North line of and 23 ft. West from NE corner of
said lot; thence South to a point 5�.7 ft. South from said North
line and 22.5 ft. West from'East line of said lot; thence SEly
to a point 62 ft. South from said North line and 21.5 ft. West from
said East line; thence SEly to. a point 86 ft. South from said
North line and 12 ft. West from said East line; thence South and
parallel with said East line 14 ft; thence SWly to. a point 108.4
ft. South from said North line and 16.4 ft. West from said East
line; thence South and parallel with said East line to South line
of said Lot 6,• Block 1, Michel's Subdivision of Block'5�. Stinson's
Division (Rev. LP Desc. No. 763)."
Inspection was made June 10, 1966. The property is a single fami-
ly frame dwelling-,containing four rooms and a full bath. It has
a part basement, limestone foundation and is approximately 38 feet
long by 241611 wide and 18 feet high and is located on the west
side, at the rear of the_lot. The condition of the building is as
follows: 1
EXTERIOR:
The cornice is rotted. The gutter is falling off the build-
ing. The siding at the rear of the building is badly broken.
BASEMENT:
There is a part basement. The joists•are spaced two feet on
center and there is evidence that they are rotted and sag-
ging. The basement stairs are in.very poor condition. Brok-
en water pipes are leaking. The hot water heater is vented
through the window, which is not in conformance with the code
requirements.

FIRST FLOOR:
There are four rooms and bath on the first floor (living
room, dining room, kitchen, porch, and bath). There is
no room that actually could be called a bedroom.
1. Living room: Plaster is poor. Floors sag. Windows
are broken.
2. Dining room: Plaster is cracked, floors sag, windows
are broken.
3. Kitchen: Ceiling is falling; plumbing is very poor,
floor very poor and sags badly, window sash and glass
missing. There are no electrical outlets.
4. The bath and porch are also in poor condition. The
floors sag, plumbing is poor, plaster is broken.
SECOND FLOOR:
The second floor is an attic and has all the windows broken.
This property is vacant and has been vacant for some time. There
is evidence in previous inspections that the property is being
vandalized and entered by unauthorized persons.
It is the conclusion of the Bureau of Public Buildings that by
reason of inadequate maintenance, dilapidation, physical damage,
unsanitary condition and abandonment that this building consti-
tutes a hazard to public health, safety and welfare. It is the
further recommendation of the City Architect that the Council
hold a public hearing at 10 o'clock A. M. on Friday, June 24,
1966 to consider the advisability and necessity of ordering the
correction or wrecking and removal of the structure on the sub-
ject property, and that the City Architect, on behalf of the
City Council, notify by mail the record owner of the property,_
in question at the last known.address, as well as other inter-
ested persons of record, of the date and time of this hearing.
