WHEREAS The Department of Public Works has received a
"Report On Lint Sewer Facilities, W.O.N.E. Sanitary Sewer
District for Woodbury, Oakdale, Northdale, East Oakdale,
Landfall" dated February 229 1966, and prepared by Bonestrou,
Rosene, Anderlik, & Associates, Inc.; and
WHEREAS, The abov said report proposes the construction of
certain sanitary tr sewers by the W.O.N.E. Sanitary Sewer
District which would discharge into the public sewer system of
the City of Saint Paul for conveyance to the facilities of the
Minneapolis -Saint Paul Sanitary District; and
WHEREAS, The general physical arrangement of trunk sewers
proposed to be constructed by the W.O.N.E. Sanitary Sewer
District has been reviewed and found to be generally in accord-
ance with the comprehensive sewer plan prepared by the City of.
Saint Paul entitled "Metropolitan Saint Paul Sanitary Sewerage
Report" and approved by the City Council on May 8, 1964, Council
File No. 217866; and
WHEREAS, At the present time there exists in the Village of
Maplewood a large, relatively undeveloped and unsewered area
adjacent'to the Battle Creek Sewer System, which the City of
Saint Paul had felt would be ultimately sewered through the
Battle Creek Sewer System and for which sewer development the
City had tentatively allocated capacity 'to the Village of
Maplewood in the present Battle Creek Sewer siphon; and
. WHEREAS, Because of the request of the aforesaid W.O.N.E.
Sanitary Sewer District in such siphon, the City of Saint Paul
had communicated with the Village of Maplewood with respect to
such additional opacity as said Village might desire to retain
for its purposes in said siphon at present and for the future; and
WHEREAS, The Village of Maplewood, by its resolution of its
governing body, designated Resolution 66- 51291 adopted May 19,

1966, a copy of which is hereto attached and incorporated herein
by reference, has advised the City of Saint Paul that the
Village of Maplewood does not at this time desire to appropriate
capacity for the presently undeveloped portion of the Village
known as the Highwood and Fish Creek Districts, which is the
area adjacent to the Battle Creek Sewer System hereinbefore
referred to; and
WHEREAS, As a result of the position taken by the Village
of Maplewood, the City of Saint Paul is in a position of
having available capacity in the Battle Creek Sewer siphon,
a part of which can be made available to the W.O.N.E. Sanitary
�- Sewer District; now, therefore, be it
�. RESOLVED, That the generar concept for facilities proposed
by the W.O.N.E. Sanitary Sewer District are hereby approved
subject to the following terms, provisions, and conditions:
1. Plans prepared by the W.O.N.E. Sanitary
District for its connection to the Battle Creek
Sanitary Sewer siphon located in the City of Saint
Paul shall be subject to review as to engineering
details and concepts by the Commissioner of Public
Works and his recommendation with respect thereto
to the Council of the City of Saint Paul.
2. Connection of the W.O.N.E. Sanitary Sewer
District to the City of Saint Paul's Battle Creek
Sewer facilities shall be contingent upon execution
of a contract between said W.O.N.E. Sanitary Sewer
District and the City of Saint Paul, which contract
must be satisfactory in all respects to the Council
of the City of Saint Paul and also subject to the
requisite approval by the Board of Trustees of the
Minneapolis -Saint Paul Sanitary District.
3. Allocation of capacity by the City of Saint
Paul to the W.O.N.E. Sanitary Sewer District in the
Battle Creek Siphon, together with any sewered area in
Washington County not included within the limits of
the W.O.N.E. Sewer District, shall be limited to a
flow from said W.O.N.E. District and said sewered area

shall not exceed the rate of 8,360,000 gallons per
day; and be it
FINALLY RESOLVED, That the City Clerk of the City of
Saint Paul is hereby directed to transmit to the Village
Clerks of the Villages of Maplewood, Woodbury, Oakdale,
Northdale, East Oakdale, and Landfall copies of this
resolution for presentation to the governing body of said
Villages.
